Budget Session Adjourns with Congressional Acts and Resolutions

PALIKIR, POHNPEI. October 9, 2020 – The 21st Congress of the Federated States of Micronesia adjourned its 5th Regular Session or the Budget Session on October 2, 2020, with the following Congressional Acts and Resolutions.

Congressional Act (CA) CA 21-203, is an act to appropriate the sum of $14,000,000 from the General Fund of the FSM for the fiscal year ending September 30, 2021, for the purpose of funding priority infrastructure projects and along with other projects and social programs in the states of Yap, Kosrae, Pohnpei and Chuuk, and for other purposes

To retain captive insurance clients in the FSM during the global economic slowdown due to the pandemic, Congress passes CA 21-204 to amend chapter 10 of title 37 of the FSM Code, by adding a new section 1017 to allow for licensed captive insurance companies to become dormant, and for other purposes.

CA 21-202, CA 21-205, CA 21-206 are Acts to change the use of funds previously appropriated therein, to fund public projects and social programs for the state of Chuuk, and for other purposes. In the same manner and specific to the state of Yap is CA 21-201 and for the state of Pohnpei is CA 21-207.

Congress confirms the nomination of Mr. Samson E. Pretrick through Congressional Resolution (CR) 21-186, to serve as the Director of the Office of Personnel for the FSM National Government.

CR 21-168, approving and accepting a grant in the amount of SDR (Special Drawing Rights) 1,900,000 from the World Bank, giving additional funding to the Maritime Investment Project funded by the World Bank grant as signed on June 24, and July 3, 2019, including all the terms and conditions of the assistance.

CR 21-191, to approve and accept a $4,141,509 grant from the Global Environment Facility (GEF) Trust Fund through the United Nations Development Programme (UNDP), for the purpose of safeguarding biodiversity from
invasive alien species in the FSM, including terms and conditions of the assistance.

CR 21-208, is approving and accepting a grant in the amount of $85,000 from the United Nations Environment Programme (UNEP), to fund the project entitled, “Renewal of Institutional Strengthening Project (Phase VII)” in the FSM, including all the terms and conditions of the assistance.  

The 5th Regular Session adjourned sine-die on October 2, 2020. Unless a special session is earlier called by the Speaker, the next Regular Session of the Congress is scheduled for January 10, 2021.
