To appropriate the sum of $1,000,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1991, for the purpose of funding Yap State public projects, and for other purposes.

To appropriate the sum of $750,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1991, for the purpose of funding Kosrae State public projects, and for other purposes.

To appropriate the sum of $500,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1991, for the purpose of funding economic, social and infrastructure development projects in Chuuk State, and for other purposes.

To further amend title 2 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-2, 5-21, 5-50 and 6-62, by further amending section 204, as amended by Public Law No. 5-21, to provide for an Office of Congressional Relations, to appropriate the sum of $30,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1991, to fund said office, and for other purposes.

To appropriate the sum of $2,140,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1991, for the purpose of funding social and economic projects in Chuuk State, and for other purposes.

To further amend title 54 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-65, 5-81 and 5-84, by further amending section 201, as amended by Public Law No. 5-81, by adding a new subsection (11) for the purpose of decreasing the import taxes on medicine intended for resale from the current level of 3 percent ad valorem to 1 percent ad valorem, and for other purposes.

Requiring that FSM citizens comprise at least 10 percent of the crew of any commercial shipping line serving the Federated States of Micronesia, and for other purposes.

To further amend Public Law No. 6-49, as amended by Public Laws Nos. 6-55 and 6-96, by further amending section 6, as amended by Public Law No. 6-55, to reallocate for typhoon relief needs certain funds appropriated therein for public projects in the Pattiw, Weito, and Hall Islands of Chuuk State, and for other purposes.

To appropriate the sum of $25,297 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1991, for the purpose of reappropriating certain lapsed funds for Madolenihmw and Kitti public projects and programs, and for other purposes.

To further amend title 52 of the Code of the Federated States of Micronesia, as amended by Public Law No. 5-21, by amending section 406 to provide for an increase in permissible administrative expenditures, and for other purposes.

To further amend title 52 of the Code of the Federated States of Micronesia, as amended by Public Law No. 5-21, by amending section 164 for the purpose of adjusting the pay of Marine Surveillance employees while at sea, and for other purposes.

To appropriate the sum of $500,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1991, for the purpose of providing additional funding for the Disaster Relief Fund, and for other purposes.

To amend Public Law No. 6-91 by amending section 15 for the purpose of allowing funds appropriated by section 15 to be used for the operation of the executive branch motor pool, and for other purposes.

To further amend Public Law No. 6-72, as amended by Public Law No. 6-94, by amending section 6 to modify the allottee of funds previously appropriated for educational related programs and projects in Chuuk State, and for other purposes.

To further amend title 41 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-21, 6-9 and 6-38, by adding a new chapter 9 to establish a procedure for an adult to execute a directive providing that life-sustaining procedures should be withheld or withdrawn if that person becomes terminally ill and such procedures would serve only to prolong the moment of death, and for other purposes.

To further amend title 4 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-12, 5-125 and 5-135, by amending section 107 to provide that Justices will serve for a period of time not to exceed the age of 70 years old, and for other purposes.

To further amend Public Law No. 6-49, as amended by Public Law No. 6-55, by further amending sections 1 and 10, as amended by Public Law No. 6-55, to change the use of funds appropriated thereunder, and to designate an allottee for a new project, and for other purposes.

To further amend title 10 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos.5-97, 6-50, and 6-51, by amending section 506 to exempt citizens of the Federated States of Micronesia working in overseas embassies from regulations regarding housing and housing allowances, and for other purposes.

To appropriate the sum of $300,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1991, for the purpose of  funding medical referrals in each of the four States, and for other purposes.

To amend Public Law No. 6-24 by amending section 8 to provide that the Convention shall propose amendments to the Constitution to be placed on a ballot for a referendum to be held at a later date, and for other purposes.

To further amend title 1 of the Code of the Federated States of Micronesia, as amended by Public Law No. 6-56, by amending section 703 to provide that proposed constitutional amendments which have been received by the President shall be printed on ballots to be voted on simultaneously by all voters of the Federated States of Micronesia during an election held at a later date, and for other purposes.

To amend section 4 of Public Law No. 6-72 to modify the allocation of funds previously appropriated for elementary and secondary education related projects and programs in Pohnpei State, and for other purposes.

To further amend title 6 of the Code of the Federated States of Micronesia, as amended by Public Law No. 5-123, by adding a new chapter 19 to provide that persons graduated from accredited law schools in any country shall be admitted to practice before the Supreme Court of the Federated States of Micronesia without examination, and for other purposes.

To amend sections 1 and 5 of Public Law No. 6-74 for the purpose of modifying the use of certain previously appropriated funds for public projects in Pohnpei State, designating the allottee of a new public project, and for other purposes.

To further amend title 52 of the Code of the Federated States of Micronesia, as amended by Public Law No. 5-21, by amending sections 168, 169, and 170 to provide for reimbursement by the Government of the Federated States of Micronesia of 50 percent of home leave travel costs of National Government personnel, and for other purposes.

To further amend title 3 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-19, 5-47, 5-53, 5-98 and 6-90, by amending section 105 to authorize the Seargent at Arms to carry a side arm in the official conduct of his duties, and for other purposes.

To further amend title 29 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 6-41 and 6-73, by repealing chapter 2 in its entirety and by amending sections 102, 104, 301, 302, 303, 305, 306, 307, 308, 310, 402, 403, 404, 405, 406, 407, 408, 501, 503, 504, 601, 602, 603, 604, 605, 608, 609, 611, 618, 620, 622, 623, 624, 625, 627, 801, 802 and 803 for the purpose of abolishing the Banking Board and transferring its functions to the Federated States of Micronesia Department of Finance, and for other purposes.

To appropriate the sum of $500,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1991, for the purpose of funding the construction and equipment for the Kosrae Deep Freezer Transshipment Facilities, and for other purposes.

To propose an amendment to section 9 of article XI of the Constitution of the Federated States of Micronesia to provide that persons graduated from accredited law schools in any country shall be admitted to practice before the Supreme Court of the Federated States of Micronesia without examination, and for other purposes.

To propose an amendment to section 11 of article XI of the Constitution of the Federated States of Micronesia to provide that matters before the Supreme Court of the Federated States of Micronesia shall be determined on the merits without regard to case law or the principle of stare decisis, and for other purposes.

To propose an amendment to section 3 of article XI of the Constitution of the Federated States of Micronesia to provide that Justices will serve for a period of time not to exceed the age of 70 years old, and for other purposes.

To further amend title 4 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-12, 5-125 and 5-135, by amending section 104 to provide that the Chief Justice may give special assignments from a roster of special judges pursuant to section 9(b) of article XI of the Constitution of the Federated States of Micronesia, and for other purposes.

To further amend Public Law No. 2-34, as amended, by further amending section 1, as amended by Public Laws Nos. 2-44, 3-12, 3-35, 3-50, 4-79 and 5-11, to change the purpose of the funds appropriated thereby for certain public projects in Chuuk State, and for other purposes.

To further amend title 18 of the Code of the Federated States of Micronesia, as amended by Public Law No. 5-112, by amending section 202 to add Kapingamarangi to the ports of entry in the Federated States of Micronesia and to amend the names of existing ports to comport with their new constitutions, and for other purposes.

To further amend Public Law No. 6-49, as amended by Public Law No. 6-55, by further amending section 5, as amended by Public Law No. 6-55, Chuuk State public projects, to modify the use of funds appropriated thereunder, and for other purposes.

To further amend Public Law No. 5-89, as amended, by further amending section 3, as amended by Public Laws Nos. 5-99 and 6-20, for the purpose of modifying the uses of funds appropriated for public projects in Chuuk State, and for other purposes.

To further amend title 30 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-122 and 6-80, by amending section 122, as established by Public Law No. 5-122, and by amending section 17 of Public Law No. 5-122 to appropriate the sum of $8,000,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1991, for the purpose of further capitalizing the Investment Development Fund, and for other purposes.

To further amend title 53 of the Code of the Federated States of Micronesia, as amended by Public Law No. 5-120, by repealing subtitles I and II in their entirety and enacting a new title 53 for the purpose of making alternations in the FSM Social Security System, including the addition of pension benefits and early retirement at age 55, and for other purposes.

To further amend title 55 of the Code of the Federated States of Micronesia, as amended, by amending section 614 for the purpose of providing for the operation and maintenance of all vessels controlled by the Department of Transportation and Communication, and for other purposes.

To appropriate the sum of $240,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1991, for the purpose of providing funds for political education on the proposed amendments to the Constitution of the Federated States of Micronesia, to establish a Central Coordinating Committee for political education for the proposed amendments to the Constitution of the Federated States of Micronesia, and for other purposes.

To further amend title 54 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-65, 5-81 and 5-84, by further amending section 201, as amended by Public Law No. 5-81, for the purpose of repealing the tax on diesel fuel, and for other purposes.

To propose an amendment to sections 8, 10 and 11 of article IX and section 4 of article X of the Construction of the Federated States of Micronesia to provide that there shall be 14 Members of Congress and all of them shall be elected at large from the entire Nation, and for other purposes.

To appropriate the sum of $173,149 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1991, for the purpose of funding the administration of the construction projects in the States of the Federated States of Micronesia, and for other purposes.

To amend Public Law No. 6-91 by amending sections 1, 7 and 13 for the purpose of appropriating the sum of $5,079,869 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1991, as supplemental funding for operating expenses of the executive branch, marine surveillance program, and for development projects; by amending section 16 for the purpose of modifying employment ceilings; by amending section 17 for the purpose of modifying reprogramming authority; and for other purposes.

To reorganize the Government of the Federated States of Micronesia by creating separate Departments of Education and Health Services out of the Department of Human Resources, and for other purposes.

To appropriate the sum of $10,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1991, for the purpose of funding travel and related expenses to allow FSM participation in the Symposium on Population, Food and Development to be held from November 12 to 16, 1990 in Fiji, and for other purposes.

To propose an amendment to section 1(b) of article XII of the Constitution of the Federated States of Micronesia to provide that all foreign assistance shall be received by the National Government and appropriated by the Congress in accordance with the official national development plan, and for other purposes.

To appropriate the sum of $5,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1991, for the purpose of buying materials for the construction of a concrete volleyball/basketball court at the Medical Officers Training School in Pohnpei, and for other purposes.

To amend sections 1 and 3 of Public Law No. 6-88 to reallocate certain funds previously appropriate for public projects in the Mortlocks Islands of Chuuk State, and for other purposes.

To amend Public Law No. 6-91 by amending sections 12 and 13 to shift certain previously made appropriations from the Capital account to the current account, and for other purposes.

To amend section 1 of Public Law No. 6-91 for the purpose of appropriating the sum of $28,582 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1991, as supplemental funding for the FSM Embassy in Suva, Fiji, and for other purposes.

To amend section 2 of Public Law No. 6-72 to modify the allocation of funds previously appropriated for elementary and secondary education related projects and programs in Chuuk State, and for other purposes.

To further amend title 55 of the Code of the Federated States of Micronesia, as amended, by amending section 223A, as established by Public Law No. 6-52, to permit advance payments of representation expenses and official expense allowances during the last 30 days of the fiscal year in certain circumstances; by adding a new section 223D to provide the conditions under which funds shall be advanced to travelers who are Members of the Congress; and for other purposes.

To propose an amendment to section 9(b) of article XI of the Constitution of the Federated States of Micronesia to provide that the Chief Justice give special assignments from a roster of special judges pursuant to law, and for other purposes.

To appropriate the sum of $3,000,000 which was previously authorized to be appropriated from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1991, for the purpose of construction of the College of Micronesia Palikir Campus, and for other purposes.

To propose an amendment to sections 8 and 10 of article IX of the Constitution of the Federated States of Micronesia to provide that two Members of Congress shall  be elected at large from each State, and for other purposes.

To further amend Public Law No. 4-23, as amended by Public Laws Nos. 4-30, 4-46 and 5-74, by further amending section 2, as amended by Public Laws Nos. 4-30 and 4-46, for the purpose of modifying the use of certain previously appropriated funds for Yap State public projects, and for other purposes.

To amend section 2 of Public Law No. 6-88 to reappropriate certain vetoed funds for public projects in the Mid-Mortlocks, and for other purposes.

To propose an amendment to sections 8 and 11 of article IX and section 4 of article X of the Constitution of the Federated States of Micronesia to provide that all Members of Congress shall be elected for a 4-year term and shall be eligible to be President and Vice-President, and for other purposes.

To appropriate the sum of $1,000,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of funding the construction of continuing education centers un the States of Yap, Chuuk, and Kosrae, and for other purposes.

To further amend title 50 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-54 and 5-105, by further amending section 103, as amended by Public Laws Nos. 5-54 and 5-105, to authorize  the issuance of alien worker's entry permits to certain persons; to amend title 51 of the Code of the Federated States of Micronesia by repealing chapter 1 and by adding new sections 101 and 102 to prohibit the States of from regulating the employment of alien workers in certain circumstances and to authorize certain alien worker permits; and for other purposes.

To further amend title 55 of the Code of the Federated States of Micronesia, as amended, by adding a new subchapter VI of chapter 6 for the purpose of establishing a special fund for the use of an overseas mission in Japan in funding their operations in local currency, and for other purposes.

To appropriate the sum of $150,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of combating Cholera in Chuuk State, and for other purposes.

To appropriate the sum of $24,257 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of funding public projects in the  Faichuuk area of Chuuk State, and for other purposes.

To appropriate the sum of $48,665 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of funding a contingent from Pohnpei State to Guam to the represent the FSM in the Little League International Baseball Association, and for other purposes.

To appropriate the sum of $23,716,959 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1991, for the operations of the executive branch, legislative branch, judicial branch, Public Auditor, agencies of the National Government, and for special programs, grants, subsidies, contributions, and refunds of the National Government during fiscal year 1991; to establish a budget for Compact sections 214(b), 215(a)(2), 216(a)(1), 216(a)(2), 216(3), and 221(b) and to appropriate special funds available therefore under the Compact; to establish a development budget and to appropriate and authorize special funds available therefore under the Compact; to establish employment ceilings; and for other purposes.

To appropriate the sum of $1,800,000 from the General Fund of the Federated States of Micronesia for the fical year ending September 30, 1990, for the purpose of funding statewide and other public projects in Pohnpei State, and for other purposes.

To further amend Public Law No.5-89, as amended, by further amending section 6, as amended by Public Laws Nos. 5-99, 5-126 and 6-47, to change the use of certain funds for Chuuk public projects, and for other purposes.

To further amend title 54 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-65, 5-81 and 5-84, by amending section 112 to clarify when individuals and business entities based outside the Federated States of Micronesia may be subject to the gross revenue tax of the Federated States of Micronesia, and for other purposes.

To amend Public Law No. 6-49 by amending sections 1, 2, 6 to apportion the funds appropriated therein, by amending sections 3 and 5 to change the amount and use of funds appropriated thereunder, by adding new sections 7, 8 and 9, by amending new section 7 to change the allottee of certain funds, and for other purposes. 

To appropriate the sum of $50,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of purchasing land for school sites in the Mortlocks Islands, and for other purposes.

To further amend title 3 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-19, 5-47, 5-53, and 5-98, by amending section 501 for the purpose of making all appointments to boards, commissions, authorities, and public corporations which require the advice and consent of the Congress to be approved by a two-thirds vote of the Congress, and for other purposes.

To appropriate the sum of $250,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of funding the blasting and cleaning of channels in the outer islands of the State of Yap, and for other purposes.

To appropriate the sum of $300,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of funding aerial land surveys in all four States of the Federated States of Micronesia, and for other purposes.

To appropriate the sum of $200,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of constructing a courthouse in Kosrae State, and for other purposes.

To appropriate the sum of $155,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of providing funds to the Maritime Operations Revolving Fund equal to the revenues received by the National Government from the Sale of the M.V. Herkimer, and for other purposes.

To further amend title 21 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-17 and 5-104, by amending sections 101, 102, 103, 104, 105, 106, and 107 for the purpose of authorizing the Secretary of the Department of Transporation and Communication to regulate radio communications in the Federated States of Micronesia, and for other purposes.

To appropriate the sum of $300,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of funding the construction of a gymnasium and recreational facilities in the State of Yap, and for other purposes.

To further Public Law No. 3-56, as amended, regarding Chuuk State public projects , by further amending section 2, as amended by Public Laws Nos. 4-14 and 5-33, to permit the allottees to exercise limited reprogramming authority, and for other purposes. 

To further amend Public Law No. 2-34, as amended, regarding Chuuk State public projects, by further amending section 3, as amended by Public Laws Nos. 2-44, 3-17, 3-50 and 4-7, to permit the allottees to exercise limited reprogramming authority, and for other purposes.

To provide for the regulation of foreign enterprises; to further amend title 32 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-21, 5-54, 5-109, 5-134 and 6-36, by repealing chapter 2 in its entirety; and for other purposes.

To appropriate the sum of $5,000,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, in order to fund loans by the Federated States of Micronesia Development Bank to small and medium-size business in the private sector, and for other purposes.

To further amend title 50 of the Code of the Federated States Micronesia, as amended by Public Laws Nos. 5-54 and 5-105, by adding a new chapter 3 requiring health certificates and physical examinations of entry permit holders; by repealing sections 201 through 207 of title 51 of the Code of the Federated States of Micronesia; and for other purposes.

To appropriate the sum of $120,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of funding the APPU General Assembly meeting in Pohnpei, and for other purposes.

To appropriate the sum of $99,129 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of paying the accumulated expenditures for hemodialysis treatments for patients from the State of Chuuk, and for other purposes.

To appropriate the sum of $600,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of funding the construction of desalinization plants in Kapingamarangi, Sapwuahfik, and Nukuoro, and for other purposes.

To appropriate the sum of $1,000,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of funding the paving of the circumferential road around Sokehs Island and for construction and maintenance of secondary roads in Sokehs, and for other purposes.

To amend Public Law No. 6-35 by amending section 3 to remove the lapse date for funding the construction and activities of vocational rehabilitation centers or old age programs and the activities of the Community Action Agencies in each of the States of Kosrae, Pohnpei, Chuuk, and Yap, and for other purposes.

To appropriate the sum of $600,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of funding the improvement of transportation throughout the Faichuuk area of Chuuk State, and for other purposes.

To appropriate the sum of $500,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of funding the construction of a causeway between Satawan and Ta Islands in the Lower Mortlocks region of the State of Chuuk, and for other purposes.

To amend title 36 of the Code of the Federated States of Micronesia by repealing sections 101, 102, 103, 104, 105, 106, 107, 201, 202, 203, and 206 and by adding new sections 101, 102, and 201 to authorize the establishment of public corporations of the Federated States of Micronesia, to provide for existing corporations, and to create the position of Registrar of Corporations, by renumbering sections 204 and 205, and for other purposes.

To appropriate the sum of $3,700,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, in order to fund the renovation of Pohnpei State Hospital and to purchase equipment therefore, and for other purposes.

To appropriate the sum of $300,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of funding the purchase of medical supplies and equipment for each State of the Federated States of Micronesia, and for other purposes.

To appropriate the sum of $1,700,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of funding the fishery investment program in the State of Kosrae, and for other purposes.

To further amend title 11 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-24 and 5-40, by amending section 1002 and adding new section 1004 to provide that all persons convicted of an offense against the Federated States of Micronesia shall be committed to the custody of the Attorney General of the Federated States of Micronesia, and for other purposes.

To further amend title 24 of the Code of the Federated States of Micronesia, as amended, by amending sections 402, 507 and 510 and by further amending title 55 of the Code of the Federated States of Micronesia, as amended, for the purpose of establishing, and authorizing the deposit of certain funds in, the Special Fisheries Development Loan Fund and the Special Marine Surveillance Revolving Fund, and for other purposes.

To appropriate the sum of $250,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of funding the construction of a building to house all the National Government offices, agencies, and public corporations in the State of Kosrae, and for other purposes.

To appropriate the sum of $129,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of funding the Compact History Project, and for other purposes.

To amend title 51 of the Code of the Federated States of Micronesia by adding a new section 123 for the purpose of exempting certain managers of foreign business from the requirements of the Protection of Resident Workers Act, and for other purposes.

To appropriate the sum of $300,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of providing additional funding for the Disaster Relief Fund, and for other purposes.

To amend section 9 of Public Law No. 6-24 to increase the stipends for certain delegates to and staff of the Constitutional Convention and to authorize the payment of a stipend to additional delegates to and staff of the Constitutional Convention, and for other purposes.

To further amend title 54 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-65, 5-81 and 5-84, redesignating chapters 1 and 2 as chapters 6 and 7 and by redesignating section numbers therein, and by adding new chapters 1, 2, 3, and 4, and schedule I, and for other purposes.

To further amend Public Law No. 4-95, as amended, by further amending section 2, as amended by Public Laws Nos. 4-113, 5-14, 5-30, 5-44, 5-51, 5-82, 5-107 and 5-131, for the purpose of changing the use of funds for a certain Chuuk State public project, and for other purposes.

To further amend title 55 of the Code of the Federated States of Micronesia, as amended, by amending section 103 for the purpose of requiring the President to submit to the Congress by April 1 of each year the National Government budget for the ensuing fiscal year, and to require the Congress, the judicial branch, and agencies of the National Government to transmit their planned expenditures and budget expenditures to the President by March 1 of each year, but not before January 1 of each year, for the subsequent fiscal year, and for other purposes.

To further amend Public Law No. 5-67, Pohnpei State public projects, as amended by Public Laws Nos. 5-111, 6-6 and 6-15, for the purpose of modifying the use of funds appropriated therein, and for other purposes.

To further amend title 3 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-19, 5-47, 5-53, and 5-98, by adding a new section 304 for the purpose of allowing a Member of Congress who resigns due to physical incapacity, disability or illness to be entitled to receive the balance of any sums owing to him for the remainder of his term, and for other purposes.

To appropriate the sum of $1,500,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of renovating, repairing, and upgrading school facilities throughout the Federated States of Micronesia, and for other purposes.

To further amend Public Law No. 5-87, Yap State public projects, as amended by Public Law No. 6-18, by amending sections 1 and 2 and by further amending section 3, as amended by Public Law No. 6-18, to modify the use of funds, to remove the lapse date, to remove references to vetoed projects, and for other purposes.

To appropriate the sum of $50,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of funding programs for the prevention and treatment of Leptospirosis, Dengue Fever, and Tuberculosis in the Federated States of Micronesia, and for other purposes.

To further amend Public Law No. 5-59, as amended by Public Law No. 5-116, by further amending section 3, as amended by Public Law No. 5-116, to remove the lapse date and to provide limited reprogramming authority to the allottee for public projects in Yap State, and for other purposes.

To further amend Public Law No. 5-52, as amended, by further amending section 2, as amendedby Public Laws Nos. 5-102, 5-124 and 6-2, for the purpose of reallocating previously appropriated funds for the legislative branch from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1989, and for other purposes.

To further amend title 30 of the Code of the Federated States of Micronesia, as amended by Public Law No. 5-122, by amending section 122, as established by Public Law No. 5-122, to reappropriate the sum of $8,000,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the  purpose of further capitalizing the Investment Development Fund; to further amend Public Law No. 5-122, as amended by Public Law No. 6-21, by amending sections 4, 8, 10, 12, and 17, for the purpose of authorizing the Federated Development Authority to make final approval decisions with respect to ptivate sectior reserve applications, for the purpose of placing the additional $8,000,000 in the private-sector reserve, and for other purpose of authorizing public coroprations to apply for private-sector reserve funds; to repeal section 11 of Public Law No. 5-122, and for other purposes.

To amend title 1 of the Code of the Federated States of Micronesia by repealing chapter 4, which concerns the Capital of the Federated States of Micronesia, in its entirety, and for other purposes.

To further amend Public Law No. 6-10, as amended by Public Laws Nos. 6-43 and 6-46, by further amending section 2, as amended by Public Law No. 6-46, for the purpose of appropriating the sum of $132,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, as supplemental funding for the legislative branch, and for other purposes.

To appropriate the sum of $135,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of completing the sewer system for Colonia, Yap State, and for other purposes.

To appropriate the sum of $520,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of elementary and secondary teacher training, and for other purposes.

To further amend Public Law No. 6-10, as amended by Public Laws Nos. 6-43 and 6-46, by further amending sections 1, 4, 5, 7 and 12, as amended by Public Law No. 6-43, for the purpose of appropriating the sum of $329,369 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, as supplemental funding for the executive branch, the Public Auditor, agencies of the National Government, the marine Surveillance Program, and other National Government programs, grants, subsidies, contributions, and refunds; by amending section 14 for the purpose of modifying employment ceilings; by amending section 15 for the purpose of modifying the authority to reprogram funds; by amending section 16 for the purpose of modifying lapse dates; and for other purposes.

To further amend Public Law No. 4028, Chuuk State public projects, as amended, by further amending section 2, as amended by Public Laws Nos. 4-43, 4-64, 4-67, 4-97, 4-112, 5-10, 5-130 and 6-31, for the purpose of modifying the use of the funds appropriated therein, and for other purposes.

To appropriate the sum of $400,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of funding public projects in the Mortlocks Islands of Chuuk State, and for other purposes.

To appropriate the sum of $29,833,968 from the General Fund of the Federated States of Micronesia for the fisal year ending September 30, 1991, for the operations of the executive branch, legislative branch, judicial branch, Public Auditor, agencies of the National Government, and for special programs, grants, subsidies, contributions, and refunds of the National Government during fiscal year 1991; to estblish a budget for Compact sections 214(b), 215(a)(2), 216(a)(1), 216(a)(2), 216(3), and 221(b) and to appropriate special funds available therefore under the Compact; to establish a development budget and to appropriate special funds available therefore under the Compact; to establish employment ceilings; and for other purposes.

To further amend title 55 of the Code of the Federated States of Micronesia, as amended, by adding a new chapter 8 for the purpose of establishing a Vocational Educational Matching Grant Fund, to authorize the sum of $200,000 to be appropriated from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990 to fund the Vocational Education Matching Grant Fund, and for other purposes.

To further amend title 53 of the Code of the Federated States of Micronesia, as amended by Public Law No. 5-120, by repealing chapters 1 through 5, which concerns the Trust Territory Social Security Act, in their entirety, and for other purposes.

To further amend Public Law No. 5-89, as amended, by further amending section 5, as amended by Public Laws Nos. 5-99, 5-126, 6-8, and 6-16, for the purpose of modifying the uses of funds appropriated for public projects in Chuuk State, and for other purposes. 

To further amend Public Law No. 3-56, as amended, by further amending section 1, as amended by Public Law Nos. 3-71, 4-8, 4-49, 4-80, and 5-133, to reallocate funds for certain Chuuk State public projects, and for other purposes. 

To appropriate the sum of $80,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of funding expenses related to State participation in the 1990 Micro-Olympics to be held in the CNMI, and for other purposes. 

To amend title 57 of the Code of the Federated States of Micronesia by amending section 101 of chapter 1 to delete obsolete references to the Trust Territory, and for other purposes.

To amend title 38 of the Code of the Federated States of Micronesia by amending sections 301, 302, 303, 304, 305, 306, 307, 308, 309, and 310 for the purpose of eliminating reference to the Trust Territory Government, and other purposes. 

To appropriate the sum of $300,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of funding construction of an airstrip on the atoll of Kapingamarangi in the State of Pohnpei, and for other purposes. 

To further amend title 30 of the Code of the Federated States of Micronesia, as amended by Public Law No. 5-122, by amending sections 116 and 119 for the purpose of eliminating the reference to the Trust Territory Government, and for other purposes. 

To amend section 4 of Public Law No. 6-28 to remove the lapse date on construction of airports and purchase and operation of aircraft for the outer islands of Pohnpei and Chuuk Stattes, and for other purposes. 

To further amend title 8 of the Code of the Federated States of Micronesia, as amended by Public Law No. 5-21, by repealing chapter 5, which concerns the Study Group on Indefinite Land-Use Agreements, in its entirety, and for other purposes.

To further amend title 24 of the Code of the Federated States of Micronesia, as amended, by further amending section 301, as amended by Public Law No. 6-11, to provide that no representative of any State fishing authority, or any subsidiary or affiliate thereof shall serve as a member of the Board of Directors of the NFC and that a representative of each State shall be appointed by the President upon written agreement of both the Governor and Congressional Delegation of that State, and for other purposes.

To appropriate the sum of $200,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of funding the construction of a library facility for PICS High School in Pohnpei State, and for other purposes.

To appropriate the sum of $100,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of purchasing educational instructional materials for schools in Pohnpei State, and for other purposes.

To further amend title 29 of the Code of the Federated States of Micronesia, as amended by Public Law No. 6-41, by amending sections 205 and 801 for the purpose of eliminating reference to the High Court of the Trust Territory of the Pacific Islands, and for other purposes.

To further amend title 55 of the Code of the Federated States of Micronesia, as amended, by amending section 216 for the purpose of authorizing certain officials to designate allottees in certain circumstances, and for other purposes.

To further amend title 11 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-24 and 5-40, by amending section 1203 for the purpose of authorizing the Attorney General to deputize law enforcement officers and exempting them from the provisions of chapter 12 of title 11 of the Code of the Federated States of Micronesia, and for other purposes.

To appropriate the sum of $117,600 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of assisting FSM citizens to participate in the Micronesian Games to be held in Saipan in July 1990, and for other purposes.

To appropriate the sum of $150,700 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of funding the administration of the construction of six airfields in outer islands of the Federated States of Micronesia, and for other purposes.

To appropriate the sum of $150,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of reimbursing Chuuk State for expenses incurred in connection with joint law enforcement activities undertaken during the fiscal year ending September 30, 1989, and for other purposes.

To further amend title 54 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-65, 5-81, and 5-84, by further amending section 201, as amended by Public Law No. 5-81, by exempting all products imported for resale at a later date, and for other purposes.

To further amend title 32 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos.  5-21, 5-54, 5-109, 5-136 and 6-36, by further amending section 203, as amended by Public Law No. 5-134; to further amend title 54 of the Code of the Federated   States of Micronesia, as amended by Public Laws Nos. 5-65, 5-81 and 5-84, by further   amending section IV, as amended by Public Law No. 5-86, all for the purpose of exempting Joint ventures and partnerships of which a State is a principal  from  the requirement for a foreign-investment permit and the obligation to pay gross revenues tax for a period of 5 years; and for other purposes.

To  provide  funding  for  various  National  Fisheries  Corporation   purchases,   projects  and Joint venture participation  by  appropriating  the  sum of  $5,554,160  and  such  other  amount as  is  required  from  the  General  Fund  of  the   Federated  States  of   Micronesia   for   the fiscal year ending September  30,  1990,  for  the  purpose  of  providing  on  operating  subsidy to  the  National  Fisheries  Corporation  and  providing for the initial capitalization  of the National Fisheries Corporation; by authorizing the National Government  of  the Federated States of Micronesia to participate in a borrowing under the Compact Funds Financing Act for the purpose of  promoting  fisheries development  in  the Federated  States of Micronesia by  making  a  loan  to  a  particular  Joint  venture  under  certain  conditions ; by further amending title 55 of the  Code  of  the  Federated  States  of  Micronesia,  as amended, by adding a new section 310A for the purpose of authorizing the payment of expenses associated with Compact: Financial Assistance Fund accounts and borrowing under the Compact Funds Financing Act ; by appropriating the sum of $40,000  from  the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of obtaining  a  reliable  appraisal  or  appraisals  of  fishing  boats to be acquired by a  Joint  venture  in  which  the  National  Fisheries  Corporation  is  a partner;  and for other purposes.

To further amend Public Law No. 5-89, as amended, by further amending Public Laws Nos. 5-99 and 3-126, to change the use of certain funds for Chuuk public projects, and for other purposes.

To appropriate the sum of $60,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of funding tuition, boarding, and travel to allow citizens of the Federated States of Micronesia to attend the Micronesian Fisheries and Maritime Academy in Yap State, and for other purposes.

To appropriate the sum of $141,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of increasing the salaries of all maritime personnel/crew members of the Vessel MS Caroline Islands by fifty percent, and for other purposes.

To appropriate the sum of $1,800,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of funding statewide and other public projects in Pohnpei State, and for other purposes.

To amend Public Law No. 6-10 by amending section 7 for the purpose of reallocating funds within the operating expenses of the marine surveillance program, and for other purposes.

To further amend Public Law No. 5-80, as amended by Public Laws Nos. 5-108 and 6-34, by further amending section 3, as amended by Public Law No. 6-34, for the purpose of  changing the allottees of funds appropriated therein, and for other purposes.

To further amend title 17 of the Code of the Federated States of Micronesia, as amended by Public Law No. 5-34, by adding a new chapter 2 concerning freedom of information, and for other purposes.

To further amend title 54 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-65, 5-81, and 5-84, by further amending section 201, as amended by Public Law No. 5-81, to raise the import taxes paid on certain items, and for other purposes.

To appropriate the sum of $250,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of funding the expenses related to the research and writing of the histories of each State in the Federated States of Micronesia for incorporation in a textbook on the history of the Federated States of Micronesia, and for other purposes.

To appropriate the sum of $300,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of providing funds for the purchase of medical equipment and supplies in each of the States, and for other purposes.

To amend title 23 of the Code of the Federated States of Micronesia by amending sections 301, 302, 303, 304, 305, 307, 308, 310, 311, 313, 314, 315 and 316 which contain obsolete references to the Trust Territory and a Trust Territory official, and for other purposes.

To further amend title 24 of the Code of the Federated States of Micronesia, as amended, by further amending section 302, as amended by Public Law No. 6-11, to give authority over surveillance vessels to the Micronesian Maritime Authority, and for other purposes.

To amend Public Law No. 6-10 by amending sections 1, 5 and 12 for the purpose of appropriating the sum of $2,045,146 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, as supplemental funding for the executive branch, agencies of the National Government and other National Government programs, grants, subsidies, contributions, and refunds; by amending section 14 for the purpose of modifying employment ceilings; by amending section 15 for the purpose of modifying the authority to reprogram funds; by amending section 16 for the purpose of modifying lapse dates; and for other purposes.

To appropriate the sum of $400,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of funding Chuuk State public projects, and for other purposes.

To amend title 37 of the Code of the Federated States of Micronesia by adding a new chapter 1 for the purpose of establishing a National Government vehicle self-insurance program, the National Government Self-Insurance Fund, to appropriate the sum of $250,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990 to capitalize the Self-Insurance Fund, and for other purposes.

To further amend title 10 of the Code of the Federated States of Micronesia, as amended by Public Law No. 5-97, by repealing chapter 3, which concerns the United Nations Law of the Sea Conference, in its entirety, and for other purposes.

To amend title 22 of the Code of the Federated States of Micronesia by amending sections 501, 502, 503, 504, 505, 507, 508, 512, 513, 521, 522, 528, 530, 531, 532, 537, 539, 542, 543, 544, and 546 which contain obsolete references to the Trust Territory and the High Court of the Trust Territory, and for other purposes.

To amend title 20 of the Code of the Federated States of Micronesia by amending sections 101, 102, 103, 108, 109, 110, 111, and 112, by repealing sections 104, 105, 106, and 107, and by adding new sections 109 and 110 to revise the Civil Aviation laws of the Federated States of Micronesia, and for other purposes.

To appropriate the sum of $919,600 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of providing air conditioning for certain executive branch offices and central facility offices, replacing certain office furniture for executive branch offices, and providing for capital maintenance, leased offices, and insurance, and for other purposes.

To amend Public Law No. 6-10 by amending section 12 for the purpose of appropriating the sum of $107,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, to provide funding for joint law enforcement for Truk State, and for other purposes.

To appropriate the sum of $2,000,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of upgrading and improving existing medical referral facilities in each of the States, and for other purposes.

To further amend title 21 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-7 and 5-104, by amending sections 101, 102, 103, 104, 105, 106, and 107 for the purpose of authorizing the Secretary of the Department of Transportation and Communication to reguate radio communications in the Federated States of Micronesia, and for other purpose.

To appropriate the sum of $1,000,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of renovating the buildings at Pohnlangas, Pohnpei and establishing a new Micronesian Agriculture and Trade School at Pohnlangas, and for other purposes.

To further amend Public Law No. 4-28, Truk State public projects, as amended, by further amending section 3, as amended by Public Laws Nos. 4-43 and 4-64, for the purpose of changing the allottee of certain funds appropriated therein, and for other purposes.

To amend title 40 of the Code of the Federated States of Micronesia by repealing subchapter I of chapter 1, which concerns the Trust Territory Educational System, in its entirety, and for other purposes.

To appropriate the sum of $8,554,160 and such other amount as is required from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of providing an operating subsidy to the National Fisheries Corporation, providing for the initial capitalization of the National Fisheries Corporation to participate in a particular joint venture under certain conditions, and for other purposes.

To establish a National Communications Commission for the Federated States of Micronesia to regulate communications activities in the Federated States of Micronesia, and for other purposes.

To further amend title 2 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-2, 5-21 and 5-50, by further amending section 203, as amended by Public Law No. 5-21, for the purpose of merging the Division of Labor, a subdivision of the Department of Resources and Development, with the Division of Immigration, a subdivision ofthe Office of the Attorney General, for the purpose of establishing a Division of Labor  and Immigration to be under the authority of the Department of Resources and Development, and for other purposes.

To further amend title 55 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-16, 5-88, 5-119, 5-121, 5-136, and 6-22, by amending sections 1001 and 1002 to change the composition of the commission and the selection of a chairman, and for other purposes.

To further amend title 2 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-2, 5-21, and 5-50, by amending section 202 to require the President to consult with the Congress and its appropriate committee prior to formal diplomatic recognition of a foreign government by the Federated States of Micronesia, and for other purposes.

To appropriate the sum of $100,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of funding the design and construction of Vocational Rehabilitation centers in each of the States, and for other purposes.

To appropriate the sum of $1,000,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of funding Yap State public projects, and for other purposes.

To further amend title 55 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-16, 5-88, 5-119, 5-121, 5-136, and 6-22, by adding a new section 631 for the purpose of establishing a Continental Scholarship Fund, and for other purposes.

To amend Rule 302 of the FSM Supreme Court Rules of Evidence for the purpose of providing or certification of issues of State law to the highest court of a State when the FSM Supreme Court has jurisdiction over a civil case or proceeding in which the claim or defense asserted arises under State law and there are no governing State statutes or decisions for the highest court of the affected, and for other purposes.

To amend title 40 of the Code of the Federated States of Micronesia by amending section 241 to provide that the school year shall consist of not less than 180 days of school in session exclusive of holidays, or an equivalent of no fewer than 650 hours of classroom instruction for first and second-graders, and no fewer than 1,000 hours of classroom instruction for third through twelfth-graders, and for other purposes.

To further amend title 55 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-16, 5-88, 5-119, 5-121 and 5-136, by amending sections 3 and 4 of Public Law No. 2-65, codified as sections 403 and 404 of title 55 of the Code of the Federated States of Micronesia, for the purpose of lowering the dollar value of government contracts required to be let by free and open competitive bidding, and for other purposes.

To establish the Federated States of Micronesia Council on Insular Arts, and for other purposes.

To further amend title 55 of the Code of the Federated States of Micronesia, as amended By Public Laws Nos. 5-16, 5-88, 5-119, 5-121, and 5-136, by further amending section 106, as amended by Public Law No. 5-119, for the purpose of requiring that all appropriations made by the Congress of the Federated States of Micronesia be for the purposes of objectives consistent with the National Development Plan of the Federated States of Micronesia or the approved development plan of any State, and for other purposes.

To further amend Public Law No. 5-89, as amended by Public Laws nos. 5-99, 5-126 and 5-129, by further amending section 5, as amended by Public Laws Nos. 5-99 and 5-126, for the purpose of modifying the uses of funds appropriated for public projects in Truk State, and for other purposes.

To appropriate the sum of $35,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1989, for the purpose of funding scholarships for post-secondary students as established pursuant to the settlement with Continental Airlines entered into on May 7, 1987, and for other purposes.

To further amend title 53 of the Code of the Federated States of Micronesia, as amended by Public Law No. 5-120, by further amending section 603, as amended by Public Law No. 5-120, by increasing the maximum amount of wages which are subject to making contributions into the Social Security System for the purpose of bringing the Social Security System into financial balance, and for other purposes.

To further amend title 54 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-20, 5-37, and 5-72, by further amending section 105, as amended by Public Laws Nos. 5-20 and 5-72, to extend the expiration date of the title, and for other purposes.

To amend sections 401 and 402 of Public Law No. 2-74, codified as sections 901 and 902 of title 53 of the Code of the Federated States of Micronesia, for the purpose of bringing the Social Security System into financial balance by changing the date when the employee and employer contribute rates both increase to 4 percent of covered earnings to October 1, 1989 from July 1, 1990, and for other purposes.

To further amend title 2 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-2, 5-21 and 5-50, by further amending section 203, as amended by Public Law No. 5-21, for the purpose of renaming two departments of the Government of the Federated States of Micronesia, and for other purposes.

To further amend title 21 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-7 and 5-104, by amending section 205; to further amend title 30 of the Code of the Federated States of Micronesia, as amended by Public Law No. 5-122, by amending section 110; to further amend title 52 of the Code of the Federated States of Micronesia, as amended by Public Law No. 5-21, by further amending section 117, as amended by Public Law No. 5-21; to amend section 203 of the Public Law No. 2-74, codified as section 703 of title 53 of the Code of the Federated States of Micronesia; to amend section 18 of Public Law No. 3-14, codified as section 718 of title 24 of the Code of the Federated States of Micronesia; and to amend section 4 of Public Law No. 4-101, codified as section 204 of title 20 of the Code of the Federated States of Micronesia, all for the purpose of placing employees of independent agencies and public corporations created by National law within the National Public Service System; and for other purposes.

To further amend title 24 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-20, 5-37, and 5-72, by repealing section 105 providing for the expiration of chapters 1 through 6 inclusive of such title on June 3, 1989, to assure the continuous existence of the Micronesian Maritime Authority and the National marine consevation laws, and for other purposes.

To further amend Public Law No. 5-52, as amended, by further amending section 2, as amended by Public Laws Nos. 5-102 and 5-124, for the purpose of appropriating the sum of $50,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1989, as supplemental funding for the legislative branch of the National Government, and for other purposes.

To amend Public Law No. 5-122 by amending section 7, 9, 10, and 11 for the purpose of clarifying the time limits prescribed for the review of the applications for Investment Development Fund funding, and for other purposes.

To amend title 29 of the Code of the Federated States of Micronesia by amending sections 501 and 504 and by adding a new section 617 for the purpose of clarifying the license requirement for banks doing business in the Federated States of Micronesia, modifying the criteria to be reviewed by the Banking Board in its annual examination of such banks, by renumbering sections 617 through 626, and for other purposes.

To appropriate the sum of $400,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of funding State beautification programs in each of the States of Kosrae, Pohnpei, Truk, and Yap and for other purposes.

To further amend Public Law No. 5-52, as amended, by further amending sections 2 and 14, as amended by Public Laws Nos. 5-83, 5-12, 5-106, 5-124 and 5-127, for the purpose fo appropriating the sum of $420,400 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1989, as a supplemental funding for the legislative branch of the National Government; adjusting employment ceilings; and for other purposes.

To further amend title 52 of the Code of the Federated States of Micronesia, as amended by Public Law No. 5-21, by adding a new chapter 5 concerning housing, and for other purposes.

To establish government vehicle use controls, to authorize the promulgation of regulations thereunder, and for other purposes.

To further amend title 54 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-65, 5-81 and 5-84, by amending section 805 for the purpose of increasing the percentage of taxes returned to the States by the National Government, to make certain technical changes, and for other purposes.

To further amend Public Law No. 5-52, as amended, by further amending sections 1, 7, 12, 13, and 16, as amended by Public Laws Nos. 5-73, 5-83, 5-90, 5-101, 5-106, 5-110, and 5-127, for the purpose of appropriating the sum of $891,366 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1989, as supplemental funding for the executive branch, National Government programs, grants, subsidies, contributions, and refunds, and development budget; and for other purposes.

To further amend title 55 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-16, 5-88, 5-119, 5-121, and 5-136, by adding a new subchapter VI to chapter 6 for the purpose of establishing the National Commercial Fisheries Fund, and for other purposes.

To make Cho Yong Sik eligible for naturalizations as a citizen of the Federated States of Micronesia, and for other purposes.

To further amend title 30 of the Code of the Federated States of Micronesia, as amended by Public Law No. 5-122, by adding a new chapter 2, to create the Commercial Fisheries Development Revolving Fund to provide funds for the development of commercial fisheries projects in the Federated States of Micronesia, and for other purposes.

To further amend title 55 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-16, 5-88, 5-119, 5-121 and 5-136, by amending section 212 for the purpose of allowing the President of the Federated States of Micronesia or his designee to directly administer Capital Improvement Program administration funds, and for other purposes.

To amend section 562 of title 58 of the Code of the Federated States of Micronesia, as established by Public Law No. 5-121 and amended by Public Law No. 5-136, for the purpose of providing for limited personal liability on the part of persons participating in the issuance of Bonds, providing conditions for the defense of such persons and the payment of costs of defense, and for other purposes.

To appropriate the sum of $120,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1989, for the purpose of finalizing the design of the sewage treatment facility for the Capital complex and the campus of the Community College of Micronesia; gaining the necessary permits and easements for the facility; preparing the bidding documents for the facility; preparing the bidding documents for the facility; putting the project out to bid; and for other purposes.

To appropriate the sum of $111,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of funding certain expenses of the dedication activities for the new National Capital complex at Palikir, and for other purposes.

To further amend Public Law No. 5-52, as amended, by further amending sections 12 and 16, as amended by Public Laws Nos. 5-73, 5-110, and 5-127, for the purpose of appropriating the sum of $311,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1989, for the purpose of providing supplemental funding for an educational needs assessment study as a part of National Government programs, grants, subsidies, contributions and refunds, and for other purposes.

To further amend title 54 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-65, 5-81, and 5-84, by further amending section 201, as amended by Public Law No. 5-81, to raise the import taxes paid on certain items, and for other purposes.

To make James Ngirnechesengel eligible for naturalization as a citizen of the Federated States of Micronesia, and for other purposes.

To make Rosario Aisek eligible for naturalization as a citizen of the Federated States of Micronesia, and for other purposes.

To establish a Board of Registration for Professional Engineers, Architects and Land Surveyors, and for other purposes.

To further amend title 2 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-2, 5-21 and 5-50, by amending further section 207, as amended by Public Laws Nos. 5-2 and 5-50, to provide for advice and consent of assistant secretariats, and for other purposes.

To appropriate the sum of $100,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the purpose of construction a post office building in the State of Kosrae, and for other purposes.

Forming and admitting a new State to the Federated States of Micronesia, the State of the Mortlock Islands, and for other purposes.

To further amend title 55 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-16, 5-88, ,5-119, 5-121 and 5-136, by amending section 210 to provide for program review by the Congress of the Federated States of Micronesia for the first year or first time federal grant applications, proposals, or preexpenditure reports and applications, proposalsm or preexpenditure reports requesting $50,000 or more, and for other purposes.

To create a Sports and Recreation Board, to foster and coordiante national sports and recreation programs, to provide for the renovation and building of sports and recreation facilities, to create a Sports and Recreation Fund, to appropriate the sum of $250,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1989 for the Fund, to authorize the appropriation of monies in fiscal years 1990 to 1993 for the Fund, and for other purposes.

To further amend title 4 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-12, 5-125 and 5-135, by amending section 124 for the purpose of disqualifying Justices of the Supreme Court from the cases initiated by the Court or one or more of its Justices, officials, or employees, and for other purposes.

To appropriate the sum of $22,958,908 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, for the operations of the executive branch, legislative branch, judicial branch, Public Auditor, agencies of the National Government, and for special programs, grants, subsidies, contributions, and refunds of the National Government during fiscal year 1990; to establish a budget for Compact sections 215(a)(2), 216(a)(1), 216(a)(2), 216(3), and 221(b) and to appropriate special funds available therefore under the Compact; to establish a development budget and to appropriate special funds available therefore under the Compact; to establish employment ceilings; and for other purposes.

To further amend title 50 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-54 and 5-105, by adding a new section 113 concerning treatment of citizens of countries that provide reciprocal treatment to citizens of the Federated States of Micronesia, and for other purposes.

To further amend title 52 of the Code of the Federated States of Micronesia, as amended by Public Law No. 5-21, by repealing section 205 in its entirety and replacing it with a new section 205 for the purpose of increasing public service salaries by five percent, and for other purposes.

To amend section of Public Law No. 5-122 for the purpose of reducing from $500,000 to $100,000 the minimum amount for Investment Development Fund Loans to be made from the private-sector reserve sub-fund, and for other purposes.

To provide for the selection of delegates and procedures for the Constitutional Convention approved in the referendum of March, 1989; to appropriate $250,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1990, therefore; and for other purposes.

To further amend title 4 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-12 and 5-125, by adding a new section 126 for the purpose of providing that no Justice of the Supreme Court of the Federated States of Micronesia shall hold any other paid office or employment, and for other purposes.

To further amend paragraph II. A. 2. of the Rules for Admission to Practice Before the Supreme Court of the Federated States of Micronesia, as amended by General Court Order No. 1985-2, for the purpose of changing the requirements for an attorney graduating from a law school located outside the jurisdiction of the Federated States of Micronesia and the United States of America, and for other purposes.

To appropriate the sum of $7,242,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1987, for the purpose of providing funding for the Federated States of Micronesia Telecommunications Corporation, and for other purposes.

To appropriate the sum of $1,689,700 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1987, for the purpose of funding scholarships to be issued by the various States and to provide funding for the College of Micronesia, and for other purposes.

To appropriate the sum of $122,419 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1987, for the purpose of funding the construction of an office building for the Truk State Department of Public Affairs and the reregistration of Truk State Voters, and for other purposes.

To amend sections 2 and 3 of Public Law No. 4-92, Kosare State public projects, to increase the funds provided to the Kosrae State Improvement Project Commission; to delete subsection (7); to decrease the funds appropriated for the congressional delegation office; to appropriate funds for Older Kosraean Community Groups; to renumber subsections (8), (10), and (11); to change the allottee of statewide projects; and for other purposes.

To further amend section 2 of Public Law No. 4-28, Truk State public projects, as amended by Public Law Nos. 4-43, 4-64, 4-67, and 4-97, by amending subsection (3)(b)(i) to change the purpose of an appropriation for Nechap; by amending subsection (9)©(i)(h) to change the location of the meeting hall; and for other purpose.

To require that all employees of the National Government returning from travel abroad be tested for Acquired Immune Deficiency Syndrome, and for other purposes.

To create a separate Development Project Fund, and for other purposes.

To appropriate the sum of $2,000,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1987, for the purpose of partially funding  the construction of the campus of the Community College of Micronesia in Palikir, State of Pohnpei, and for other purposes.

To further amend title 10 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 2-61, 3-4, and 4-66, by repealing chapter 2 in its entirety and enacting a new chapter 2 concerning the privileges and immunities of diplomatic missions and governmental regional or international organizations, and for other purposes.

To further amend title 54 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 4-32 and 4-81, by further amending section 112, as amended by Public Law Nor. 4-81, for the purpose of providing for a certain exception to the definition of "wages and salaries" as required by the terms of foreign aid agreements entered into by the Federated States of Micronesia; to make the section consistent by the Federated States of Micronesia political status; and for other purposes.

To amend Public Law No. 4-51 by amending sections 1, 2, 3, 4, 5, 6, 7, and 10, for the purpose of appropriating the sum of $14,184,939 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1987, as supplemental funding for the operations of the executive branch, National judiciary, FSM Telecommunications Corporation, National Fisheries Corporation, Commission on Future Political Status and Transition, and for certain other programs and contributions of the National Government; adjusting employment ceilings; exempting certain appropriations from lapse date restrictions; eliminating references appropriations from lapse date restrictions; eliminating references to the U.S. Grant Special Fund to reflect its abolishment under Public Law No. 4-77; by adding a new section 6 to establish a development budget; by repealing section 9 in its entirety; to renumber section 8; and for other purposes.

To further amend title 11 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 2-71, 3-63, 3-75 and 4-83, by amending further section 301, as amended by Public Law No. 4-83, to reinstate a provision allowing conviction of persons who are criminally liable for the conduct of another although the person who directly committed the offense has benn acquitted, to clarify that the specific pleading requirement applies only to aiding and abetting, and for other purposes.

Hemlani of damage to twenty-two apartments used by FSM students enrolled in a training program, and for other purposes.

To appropriate the sum of $200,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1987, for the purpose of providing funding for the National Student Loan Revolving Fund, and for other purposes.

To further amend title 1 of the Code of the Federated States of Micronesia, as amended by Public Law No. 4-82, by repealing sections  601 to 603 of chapter 6 and adding new sections 601 to 603 in lieu thereof for the purpose of designating National holidays and setting forth certain conditions for their observance, and for other purposes.

To provide for the regulation of foreign investment; to repeal chapter 2 of title 32 of the Code of the Federated States of Micronesia; and for other purposes.

To establish a Trade Training and Testing Program Revolving Fund, and for other purposes.

To establish a Trade Training and Testing Program to improve the skills of workers in the Federated States of Micronesia and to appropriate funds therefor, and for other purposes.

To amend title 1 of the Code of the Federated States of Micronesia by adding a new section 603 for the purpose of designating November 3 of each year as Nationhood Day, which day shall be observed as a National holiday, to renumber section 503, and for other purposes.

To further amend title 54 of the Code of the Federated States of Micronesia, as amended by Public Law Nor. 4-32, by amending sections 804 and 902 to provide a 5 year record keeping requirement for taxpayers and to reduce the penalty for failure to pay any tax when due, and for other purposes.

To appropriate the sum of $250,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1987, for the purpose of funding the Disaster Relief Fund created by Public Law No. 2-64, and for other purposes.

To provide for a Retirement Fund, annuities, death benefits, and other incidental benefits for employees of the National Government, participating state and local governments, and other participating public entities in the Federated States of Micronesia, and to provide for window's annuities and other benefits to the dependents of such employees, and for other purposes.

To amend Public Law Nor. 4-51 by amending section 1 for the purpose of appropriating the sum of $28,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1987, as supplemental funding for the Department of Finance, and for other purposes.

To establish a program to assist the Sates to prevent, prepare for, and recover from natural and man-made disaster, and for other purposes.

To further amend title 2 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 3-24, 4-63 and 4-65, by amending further section 203, as amended by Public Law No. 4-65, for the purpose of establishing a Department of Transpiration and Communication, and for other purposes.

To amend title 1 of the Code of the Federated states of Micronesia by adding a new chapter 7 for the purpose of designating The Micronesian Anthem as the National anthem of the Federated States of Micronesia and setting standards for conduct while it is being played, and for other purposes.

To repeal Public Law No. 4-13, as amended by Public Law Nor. 4-29, and for other purposes.

To appropriate the sum of $500,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1987, for the purpose of funding public project in the State of Kosrae, and for other purposes.

To further amend title 30 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 2-59, 4-19, and 4-35, by amending section 114, as established by Public Law Nor. 2-59, and by adding a new section 121, for the purpose of setting forth conditions upon use of funds by the Federated States of Micronesia Development Bank, and for other purposes.

To appropriate the sum of $3,200 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1987, for the purpose of funding the participation of the Federated States of Micronesia in the Pacific Area Travel Association travel fair scheduled to bed held in Japan in December, 1986, and for other purposes.

To further amend Public Law No. 2-34, as amended, by further amending section 1, as amended by Public Laws Nos. 2-44, 2-12, 3-35 and 3-50, to change the purpose for which funds were appropriated under subsection (5) (b) (v), and for other purposes.

To further Public Law No. 3-56, as amended by Public Laws Nos. 3-71, 4-8, and 4-49, by further amending section 1, as amended by Public Laws Nos. 3-71, 4-8, and 4-49, to change the purpose for which funds were appropriated under subsection (2)(h), and for other purposes.

To appropriate the sum of $50,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1987, for  the purpose of providing funding for the operation of the fisheries and cold storage facilities in Truk State, and for other purposes.

To appropriate the sum of $1,200,00 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1987, for the purpose if funding public projects in Pohnpei State, and for other purposes.

To propose an amendment to section 3 of article XI of the Constitution of the Federated States of Micronesia to provide that justices of the Supreme Court of the Federate States of Micronesia shall serve for a term of 6 years, and for other purposes.

To repeal Public Law Nor. 3-88, natural resources development matching grant program; to provide for a transitional reporting period; and for other purposes.

To appropriate the sum of $30,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1987, for the purpose of funding the working group studying the investment of Compact funds, and for other purposes.

To appropriate the sum of $650, 174 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1987, for the purpose of defraying expenses of the States incurred in enforcing the National Criminal code, and for other purposes.

To require that all National Government real, personal, or mixed property given to a State of the Federated States of Micronesia for the use of such State shall be on a lease basis; that no sublease of National Government property shall be made without the written consent of the National Government; that when the use of private property another lease shall be executed for the use of such private property for a term equivalent to the useful life of such private property for a term equivalent to the useful life of the National Government property; and for other purposes.

To appropriate the sum of $100,00 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1987, for the purpose of funding public projects in Lukeisen, Truk State, and for other purposes.

To appropriate the sum of $100,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1987, for the purpose of providing funding to the Micronesian Legal Services Corporation, and for other purposes.

To establish the "Government Vehicle Use Control Act of 1986," to authorize the promulgation of regulations thereunder, and for other purposes.

To further amend title  52 of the Code of the Federated States of Micronesia, as amended by Public Law No. 3-78, by adding new sections 167 and 168 for the purpose of establishing per diem rates for various locations, and for other purposes.

To further amend title 50 of the Code of the Federated States of Micronesia, as amended by Public Law No. 4-25, by amending sections 103 and 104 to impose a moratorium on the entry of alien workers into the Federated States of Micronesia, and for other purposes.

To prose an amendment to section 4 of article X of the Constitution of the Federated States of Micronesia to provide that a Member of Congress elected at large on the basis of State equality may become President of the Federated States of Micronesia, and for other purposes.

To appropriate the sum of $250,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1987, for the purpose of matching development funds of Yap State, pursuant to Public Law No. 3-88, and for other purposes.

To appropriate the sum of $180,000 from the General Gund of the Federated States of Micronesia for the fiscal year ending September 30, 1987, for the purpose of funding the operations of the Micronesian Legal Services Corporation in the Federated States of Micronesia, including the construction and furnishing of a new office building for use by the Micronesian Legal Services Corporation in Pohnpei, and for other purposes.

To create a Supply Stock Revolving Fund and to require that the fund be audited annually, and for other purposes.

To prohibit the use of any funds for the construction of buildings or facilities on land which is neither owned by the National or State Governments nor leased by the National or State Governments for the useful life of the building or facilities, and for other purposes.

To further amend title 50 of the Code of the Federated States of Micronesia, as amended by Public Law No. 4-25, by amending sections 103 and 104 to impose a moratorium on the entry of alien workers into the Federated States of Micronesia, and or other purposes.

To further amend title 10 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 2-61, 3-4, and 4-66, by adding a new chapter 5 concerning the Foreign Affairs Advisory Council; to appropriate the sum of $9,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1987, for the purpose of funding the travel necessary for Council meetings and for other purposes.

To further amend title 30 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 2-59, 4-26, and 4-35, by amending further section 114, as amended by Public Law No. 2-59, to allow the use of interest payments for loans made from the Federated States of Micronesia Revolving Economic Development Loan Fund to be used for the operations of the Federated States of Micronesia Development Bank, and for other purposes.

To appropriate the sum of $100,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1987, for the purpose of matching development funds with the State of Kosrae, pursuant to Public Law No. 3-88, and for other purposes.

To propose an amendment to articles IX, sections 2, 3 and 5 of the Constitution of the Federated States of Micronesia to permit States to levy income and business taxes and to eliminate the constitutional requirement for the division of National income and business taxes and to further amend title 54 of the Code of the Federated States of Micronesia, as amended by Public Law No. 4-32, by amending sections 121 and 141 to reduce income and business taxes by fifty percent upon the ratification of the proposed constitutional amendments, and for other purposes.

To amend section 4 of Public Law No. 3-83 to allow for appointment of two alternate members for each board member of the Federated States of Micronesia Environmental Protection Board, and for other purposes.

To further amend title 3 of the Code of the Federated States of Micronesia, as amended by Public Law No. 2-36, by adding a new section 502 regarding terms of appointees; by renumbering sections 502 through 505; and for other purposes.

To appropriate the sum of the $75,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1987, for the purpose of paying costs associated with the design, architecture and engineering of a vessel to patrol the 200 mile extended fisheries zone of the Federated State of Micronesia, and for other purposes.

To amend section 16 of Public Law No. 3-83 to allow for appointment of hearing officers to hear appeals from FSM Environmental Protection Board orders, and for other purposes.

To amend section 1 of Public Law No. 4-38 to restate the purpose for which funds were appropriated, and for the other purposes.

To amend title 1 of the Code of the Federated States of Micronesia by amending section 502 for the purpose of making the law relating to the flag of the Federated States of Micronesia consistent with our Nation's political status, and for other purposes.

To appropriate the sum of $5,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1987, for the purpose of defraying living expenses of FSM athletes participating in the Friendship Games on Pohnpei, and for other purposes.

To amend title 32 of the Code of the Federated States of Micronesia by adding a new chapter 5 concerning paddlers; to further amend title 50 of the Code of the Federated States of Micronesia, as amended by Public Law No. 4-25, by amending section 103 by adding a new subsection (3) to provide for peddler's permits; by renumbering subsections (3) through (9) of section 103; and for other purposes.

To appropriate the sum of $239,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1987, for the purpose of funding public projects in the Southern Namoneas region of Truk State, and for the other purposes.

To appropriate the sum of $1,700,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1987, for the purpose of funding public projects in the State of Truk, and for other purposes.

To appropriate the sum of $85,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1987, for the purpose of funding the purchase of a 5 KW transmitter for Truk State of radio station WSZC, and for other purposes.

To appropriate the sum of $100,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1987, for the purpose of funding the renovation of the Mortlock High School facilities, and for other purposes.

To appropriate the sum of $100,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1987, for the purpose of funding recreational activities in each of the States with each State receiving $25,000 and for other purposes.

To appropriate the sum of $50,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1987, for the purpose of funding the operation of the Satawan sub-state center in the Mortlock Islands, and for other purposes.

To appropriate the sum of $100,000 from the Funeral Fund of the Federated States of Micronesia for the fiscal year ending September 30,1987, for the purpose of funding the construction of an airport on the island of Ta in Truk State, and for other purposes.

To authorize the issuance of coins and currency for the Federated States of Micronesia; to set forth the denominations and specifications thereof; to repeal section 101 of title 57 of the Code of the Federated States of Micronesia; and for other purposes.

To appropriate the sum of $220, 000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1987, for the purpose of funding public projects in Madolenihmw and Kitti Municipalities, State of Pohnpei, and for other purposes.

To amend sections 1 and 2 of Public Law No. 4-42 for the purpose of decreasing the maximum amount of indemnification to be provided to the University of Hawaii by the Government of the Federated States of Micronesia for medical malpractice claims arising from the conduct of employees and students of the proposed Medical Officer Training School, and for other purposes.

To appropriate the sum of $47,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1987, for the purpose of providing compensation for trees damaged by government  funded project in the State of Truk, and for other purposes.

To amend section 2 of Public Law No. 2 of Public Law No. 4-16 for the purpose of extending the reversion date for the funds thereby appropriated, and for other purposes.

To further amend title 2 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 3-24, 4-63, and 4-65, by amending section 209 for the purpose of increasing the salary of the Vice President of the Federated States of Micronesia, and for other purposes.

To further amend section 2 of Public Law No. 4-22, Pohnpei State public projects, as amended by Public Law No. 4-31, for the purpose of excepting the "Pohnpei Development Bank loan program" appropriation from the requirement that unobligated funds shall lapse at the end of the fiscal year, and for other purposes.

To appropriate the sum of $34,349,105 from the Funeral Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1987, for the operations of the executive branch, legislative branch, National judiciary, Public Auditor, agencies of the National Government, and for the projects, programs, contributions, grants, and subsidies of the National Government during fiscal year 1987; to establish employment ceilings; to authorize the President of the Federated States of Micronesia or his designee to withhold or adjust allotments in the event the Compact of Free Association has not taken effect by October 1, 1986; to authorize the President or his designee to reduce allotments if inflation adjustment accounts are actually lower than anticipated; to authorize the President or his designee to reduce allotments in the event Compact funding is not made retroactive to October 1, 1985; and for other purposes.

To appropriate the sum of the $300,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1986, for the purpose of subsidizing copra production, and for other purposes.

To appropriate the sum of the $10,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September, 30, 1986, for the purpose of funding the joint working group investigating Mobil Oil Micronesia, Inc., and for other purposes.

To establish a salary plan for all exempt positions in the National Government of the Federated States of Micronesia, and for other purposes.

To further amend Public Law No. 3-56, as amended by Public Laws Nos. 3-71, 4-8 and 4-14, by further amending section 1, as amended by Public Laws Nos. 3-71 and 4-8, to change the purpose for which were appropriated under subsections (8) ©, (8)(h) and (9) of section 1, and for other purposes.

To further amend section 2 of Public Law No. 4-17, Kosrae State public projects, as amended by Public Law No. 4-47, for the purpose of reapportioning funds, and for other purposes.

To further amend Public Law No. 3-58, Kosrae State Public projects, as amended by Public Laws Nos. 3-77 and 4-10, by further amending section 2, as amended by Public Law No. 4-10, for the purpose of extending the authority of the allottees to obligate funds to September 30, 1987, and for their purposes.

To appropriate and authorize funds for the economic development of Faichuk, and for other purposes.

To appropriate the sum of $9,999,999 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1987, for the purpose of funding the renovation of the cook house and classrooms at the Namoluk Elementary School, State of Truk, and for other purposes.

To amend title 8 of the Code of the Federated States of Micronesia by repealing sections 101 through 112 for the purpose of transferring all functions, assets, obligations, property and personnel of the Commission on Future Politician Status and Transition to the Department of External Affairs, and for other purposes.

To appropriate the sum of $250,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1986, for the purpose of purchasing medical and dental supplies for each State of the Federated States of Micronesia, and for other purposes.

To amend section 2 of Public Law No. 4-34, Yap State public projects, for the purpose of extending the reversion date for the funds thereby appropriated, and for other purposes.

To establish an Exclusive Economic Zone adjacent to the territorial sea of the Federated States of Micronesia, to assert National rights therein, and for other purposes.

To further amend section 207 of title 2 of the Code of the Federated States of Micronesia , as amended by Public Law No. 3-24, to require the advice and consent of the Congress for appointments to the Board of Advisors for the Investment Development Fund, and for other purposes.

To further amend Public Law No. 4-11, as amended by Public Laws Nos. 4-12, 4-21, and 4-37, by amending further section 9, as amended by Public Law Nor. 4-12, for the purpose of excepting the "FSM Revolving Economic Development Loan Fund" and the "Student Loan Revolving Fund" appropriations from the requirement that unobligated funds shall lapse at the end of the fiscal year; for the purpose of extending authority to obligate the "Census" appropriation to September 30, 1987; and for other purposes.

To authorize the President of the Federated States of Micronesia or his designee to submit to the voters of the Federated States of Micronesia the question: "Shall there be a constitutional convention to revise or amend the Constitution?" during the National election in March of 1987, and for other purposes.

To authorize the Personnel Officer of the Federated States of Micronesia to establish a pension or retirement plan for the President Governors and Lieutenant Governors of the States of the Federated States of Micronesia to authorize the annual appropriation of such sum as may be necessary for such pension or retirement plan, and for other purposes.

To appropriate the sum of $8,670 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1987, for police officer positions in the Moen Municipal Government, State of Truk, and for other purposes.

To further amend Public Law No. 2-34, as amended, by amending further section 2, as amended by Public Laws Nos. 3-17 and 4-15, for the purpose of designating the Governor of the State of Truk as the allottee for all funds, and for other purposes.

To further amend title 2 of the Code of the Federated States of Micronesia, as amended by Public Law No. 3-24, by amending sections 203, 206 and 207 and by repealing sections 204 and sot for the purpose of reducing the size of the Government of the Federated States of Micronesia; to renumber sections 206 through 210; and for other purposes.

To appropriate the sum of $899,800 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1987, for the purpose of funding public projects in the Southern Namoneas, State of Truk, and for other purposes.

To appropriate the sum of $7,500 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1986, for the purpose of assisting the Pohnpei Sports Council in financing the 1986 Liberation Day sports competition, and for other purposes.

To appropriate the sum of $100,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1987, for the purpose of making improvements to PICS High School facilities, and for other purposes.

To appropriate the sum of $100,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1986, for the purpose of assisting the reconstruction of damaged parts of the Pingelap and Mokil airstrips and crop rehabilitation efforts in the outer islands of Pohnpei State, and for other purposes.

To amend title 51 of the Code of the Federated States of Micronesia by amending section 122 for the purpose of prohibiting nonresident employees of the Government of the Federated States of Micronesia from operating outside businesses and to eliminate reference to the Trust Territory Government, and for other purposes.

To appropriate the sum of $54, 750 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1987, for the purpose of assisting Xavier High School by partially subsidizing the costs of food, books, supplies, and equipment, and for other purposes.

To appropriate the sum of $50,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1987, for the purpose of funding the Kosrae Farmers' Cooperative Association to assist and facilitate the sale and export of fruits, vegetables, and other agricultural produce grown in Kosrae to neighboring island countries, and for other purposes.

To amend title 32 of the Code of the Federated States of Micronesia by adding a new section 233 for the purpose of requiring all businesses holding foreign investment permits to use domestic banks for all deposits and all domestic banking services, and for other purposes.

To further  amend title 11 of the Code of the Federated States of Micronesia, as amended by Public Law Nos. 2-71, 3-63, and 3-75, by amending section 1304, relating to the disqualification of former officers and employees in matters connected with former duties or official responsibilities and disqualification of partners, and for other purposes.

To appropriate the sum of $12,500 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1986m for the purpose of funding the Pohnpei State Youth Development program, and for other purposes.

To appropriate the sum of $10,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1986, for the purpose of funding the renovation of Kinakapw Elementary School facilities in Madolenihmw Municipality, State of Pohnpei, and for other purposes.

To appropriate the sum of $100,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1987, for the purpose of funding Kosrae State farm projects, and for other purposes.

To appropriate the sum of $50,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1987, for the purpose of funding efforts by the Kosrae State Agriculture Station to develop the citrus industry in Kosrae Sate, and for other purposes.

To establish the "1986 Government Vehicle Use Control Act," to authorize the promulgating of regulations thereunder, and for other purposes.

To provide for the establishment of the Federated States of Micronesia as an open registry nation for ocean-going merchant vessels and to provide the laws and administrative procedures under which such vessels shall be registered; to repeal title 19 of the Code of the Federated States of Micronesia in its entirety; and for other purposes.

To amend title 51 of the Code of the Federated States of Micronesia by adding a new section 140 for the purpose of requiring nonresident workers to pass the T3 competency tests to qualify for working in the Federated States of Micronesia, and for other purposes.

To establish a National Prostitution Task Force; to appropriate the sum of $50,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1987, therefore; and for other purposes.

To appropriate the sum of $50,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1986, for the purpose of funding the State and National Legislators' Conference, and for other purposes.

To amend title 12 of the Code of the Federated States of Micronesia by amending section 218 relating to the release of arrested person; by deleting subsection (6) in its entirety; by renumbering subsection (7); and for other purposes.

To appropriate the sum of the $50,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1986, for the purpose of assisting Pohnpei State in its efforts to recover from damages suffered as a result of typhoon Lola, and for other purposes.

To appropriate the sum of $40,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1986, for the purpose of funding the construction of two water tanks for the Community College of Micronesia dormitories in the State of Pohnpei, and for other purposes.

To appropriate the sum of $57,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1986, for the purpose of defraying the operations and contingent expenses of the Task Force on War Claims, and for other purposes.

To further amend title 10 of the Code of the Federated States of Micronesia, as amended by Public Laws Nors. 2-61 and 3-4, by amending the title of chapter 1; by amending section 101, as amended by Public Law No. 2-61; and by adding a new section 104, for the purpose of making additional positions subject to the advice and consent of the Congress; and for other purposes.

To appropriate the sum of $10.000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1986, for the purpose of funding the Banking Task Force during the examination of banking requirements in the Federated States of Micronesia, and for other purposes.

To appropriate the sum of $250, 000 from the General Fund of the Federated States of Micronesia of funding public projects in Madolenihmw and Kitti Municipalities, State of Pohnpei, and for other purposes.

To amend title 40 of the Code of the Federated States of Micronesia by repealing sections 101 through 117, and 121; to established the National education system; and for other purposes.

To amend title 54 of the Code of the Federated States of Micronesia by amending sections 112 and 141; by repealing section 201 in its entire and enacting a new section 201; to provide a new definition of "gross revenue"; to modify rebates of taxes on "gross revenue" and imports; and for other purpose.

To amend title 32 of the Code of the Federated States of Micronesia by repealing chapter 2 in its entirety; to provide for the regulation of foreign investment; and for other purposes.

To appropriate the sum of $1,000,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1986, for the purpose of funding public projects in the State of Pohnpei, and for other purposes.

To further amend title 3 of the Code of the Federated States of Micronesia, as amended by Public Law No. 2-36, by amending section 202 for the purpose of extending the length of a regular session from 30 calendar days to 30 meeting days.

To appropriate the sum of $25,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1986, for the purpose of funding the hosting of a Forum Fisheries Conference, and for other purposes.

To authorize the President of the Federated States of Micronesia, or his designee, to borrow, on the credit of the Federated States of Micronesia, the sum of $11,200,000 for the purpose of paying costs associated with the construction of the Federated States of Micronesia Capita, and for other purposes.

To appropriate the sum of $11,200,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1986, for the purpose of paying costs associated with the construction of the Federated States of Micronesia Capital, and for other purposes.

To establish a National Scholarship Board for the purpose of administering educational scholarship funds made available pursuant to section 216(a) (3) of the Compact of Free Association between the Federated States of Micronesia and the United States of America; to authorize the award of such scholarships; and for other purpose.

To further amend title 2 of the Code of the Federated States of Micronesia, as amended by Public Law No. 3-24,  by  amending sections 205 and 204 for for the purposes of establishing a Department of Transportation, eliminating the Department of Social Services ; establishing the Office of Education and the 0ffice of Health Services; and for other purposes.

To appropriate the sum of $50,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1986, for the purpose of subsidizing copra production in the State of Truk, and for other purposes.
