Congressional Acts of 3rd Regular Session of 23rd CFSM
PALIKIR, POHNPEI. The 23rd Congress of the Federated States of Micronesia adjourned its 3rd Regular Session on January 23, 2024 with the passage of Congressional Acts (CA) addressing the supplemental funding for the Nation, the funding for special elections and clarification on per diem pay for certain employees of the national government, among others.
The recent passings of Senator Paliknoa K. Welly of Kosrae State and Senator Florencio S. Harper of Chuuk State prompted the Congress to pass CA 23-44, to provide $150 for the Special Election to address the two vacancies in Congress.
Passage of CA 23-50, provided a supplemental funding of $16,287,500 for the operations of the National Government; Executive Branch; Agencies; Grants, Subsidies, Contributions; and Capital and Human Resources Development; and for other purposes.
Through CA 23-45, the Congress clarified that the At-Sea Per Diem for seamen of national government owned and operated vessels cannot be cut or reduced based on receipt of other vessel training work related stipends, and for other purposes;
The Congress passed CA 23-55, to support the acquisition of an FSM Embassy property in Washington D.C., and for other purposes.
Other Acts were for grass root level projects and social programs in the four states to either make changes to the use of funds previously appropriated or to make changes to the allottees of those funds. Accordingly, the Acts are as follows:
· CA 23-51, CA 23-52, CA 23-53, CA 23-54, CA 23-49 and CA 23-59 called for a change to the allottee, use or lapse date of certain funds previously appropriated for public projects and social programs for the people of the state of Kosrae;
· while CA 23-56, CA 23-57, CA 23-58 and CA 23-60, was for the same intent directed to the state of Pohnpei; and
· Specific to Yap State, for previous public projects and social programs for the people of the state, the Congress passed CA 23-47.
The remaining Acts, CA 23-46 and CA 23-48, were to change the allottee of funds previously appropriated therein to fund Capital and Human Resources Development of the National Government, and for other purposes.
All Congressional Acts were transmitted to the President for his actions.
