10-332 To propose an amendment to section 3 of article IX of the Constitution of the Federated States of Micronesia to provide that the national and state governments have concurrent powers to impose a value added tax (VAT), and for other purposes.    
10-331 To appropriate the sum of $52,094 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1999, to fund the President's National Advisory Council on Children (PNACC) for recruitment of a Commissioner of the Convention on the Rights of the Child; a PNACC delegation's participation in the Fourth Ministerial Consultation Meeting on the Convention on the Rights of Child, secluded to be held in Bangkok, Thailand on November 12-14, 1998; administrative and travel expenses associated with finalization of the PNACC's Plan Action for Children in each FSM State; and for other purposes.    
10-330 To further amend title 50 of the Code of the Federated States of Micronesia, as amended, by Public Laws Nos. 5-54, 5-105, 7-23, 7-38 and 10-14, by further amending section 115, as amended by Public Laws Nos. 7-38 and 10-14, to require any aircraft or sea vessel entering the Federated States of Micronesia whose activities require services to be performed by quarantine officials at times outside of ordinary working hours to pay for the overtime costs of the affected government officials , and for other purposes.    
10-329 To further amend title 53 of the Code of the Federated States of Micronesia, as amended, by amending section 704 to permit tax information sharing between the Department of Finance and Administration and Social Security Administration, and for other purposes.    
10-328 To appropriate the sum of  $840,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1999, for the purpose of paying an outstanding debt for the dry-docking of the FSS Constitution and expenses associated with the dry-docking of the MS Caroline Islands, and for other purposes.

10-314 To further amend title 7 of the Code of the Federated States of Micronesia, as amended by Public Law No. 9-073, by amending section 204, for the purpose of expanding the category of persons who may become naturalized citizens of the Federated States of Micronesia by allowing a widow or a widower of a citizen to become a naturalized citizen, and by allowing a person who was born in a place that became a district that ratified the Constitution of the Federated States of Micronesia to become a naturalized citizen, provided that other criteria are met, and for other purposes.    
10-313 To amend Public Law No. 10-119, by amending section 11, for the purpose of reapportioning certain funds appropriated for programs in Chuuk State, and by amending section 16, for the purpose of correcting a technical error in the lapsing provisions to reflect Congress's intent that the funds for National Law Day shall not lapse, to change the allottee of Pohnpei State Rural Development funds from the Community Development Manager to the President of the Federated States of Micronesia, and for other purposes.

10-2 To appropriate the sum of $26,177,632 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1998, for the operations of the executive branch, legislative branch, and judicial branch, Public Auditor, agencies of the National Government, and for special programs, grants, subsidies, contributions, and refunds of the National Government during fiscal year 1998; to establish a budget for Compact sections 214 (b) , 215 (a) (2) , 216 (a) (2) , 216 (a) (3) , and 221 (b) and to appropriate special funds available therefor under the Compact; to establish a development budget and to appropriate funds available therefor under the Compact; to establish employment ceilings; and for other purposes.    
10-1 To amend Public Law No. 9-040, by amending section 1, to extend the automatic lapse provision and to clarify that said provision shall not apply to appropriations whether a later lapse is provided by subsequent amendment, and for other purposes.
