11th FSM Congress Bills

To amend Public Law No. 11-23, by amending section 2, 8, and 13 or appropriate the sum of $1,627,425.18 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 2000, as supplemental funding of the Executive Branch and the College of Micronesia-FSM, and for other purposes.

To amend title 51 of the Code of the Federated States of Micronesia by enacting a new chapter 4 to establish minum safety and health standards in the work place and institutional residences, to reduce personal injuries and illnesses arising out of conditions of unemployment; and for other purposes.

To appropriate the sum of $2,750,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 2000, for the purpose of funding a Priority State Infrastructure Project (PSIP) Fund, from which the States can fund priority projects, and to fund State regional projects, and for other purposes.

To further amend Public Law No. 8-118, as amended by Public Laws Nos. 8-136, 8-138, 9-023 and 10-18, and by further amending section 3, as amended by Public Laws Nos. 8-138, 9-023, and 10-18, to modify  the use of certain funds in the Western, Namonuito, and Hall Islands of Chuuk State, to change allottee, and for other purposes.

To further amend title 9 of the Code of the Federated States of Micronesia, as amended, by further amending section 301, as amended by Public Laws Nos. 7-122 and 8-97, by further amending section 302, as amended by Public Laws Nos. 5-70 and 8-97, by further amending sections 303, 402, and 810, as amended by Public Law No. 8-97, and by further amending section 703, as amended by Public Law No. 5-70, for the purpose of amending the law relating to the appointment and responsibilities of National Election Officials, and for other purposes.

To further amend title 55 of the Code of the Federated States of Micronesia, as amended, by repealing section 102 and enacting a new section 102; by repealing section 103 and enacting a new section 103; by enacting new sections 103A to 103G; by repealing section 106 and enacting a new section 106; by enacting new sections 106A to 106d; by enacting a new section 201A; by amending section 202; by repealing section 204 and enacting a new section 204; by enacting new sections 205A to 205G; by repealing section 215 and renumbering sections 216 to 223 as sections sections 215 to 222; by enacting a new section 223; by enacting new sections 223A to 223 D; by repealing sections 225 and 226; and by enacting a new section 226; for the purpose of enhancing effective and responsible management by government; and for other purposes.

To further amend Public Law No. 9-052, as amended, by further amending section 1, as amended by Public Laws Nos. 9-071, 10-46, 10-69, and 10-106 to modify the use of certain funds for Chuuk State, and for other purposes.

To further amend title 52 of the Code of the Federated States of Micronesia, as amended, by further amending section 509, as amended by Public Laws Nos. 9-155, 10-62, 10-118, and 10-151, to remove the freeze on step increases for publics service employees whose position are solely funded by foreign assistance, and for other purposes.

To appropriate the sum of $225,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 2000, for the purpose of funding construction of a vocational education center at COM-FSM, Kosrae Campus, and for other purposes.

To further amend title 55 of the Code of the Federated States of Micronesia, as amended, by amending section 804, as enacted by public Law No. 10-121, for the purpose of providing for certain instances in which the Chuuk State Commission on Improvement Projects shall serve as allotte, and for other purposes.

To further amend Public Law No. 9-067, as amended by Public Laws Nos. 9-112, 10-9, 10-100, and 11-25, by further amending section 5, as amended by Public Laws Nos. 9-112, 10-9, 10-100, and 11-25, to change allottee for Chuuk State funds, and for other purposes.

To amend title 33 of the Code of the Federated States of Micronesia, regarding secured transactions, by repealing subchapters I and II in their entirety, and by adding new subchapters I, II, III, IV, V, to incorporate the UCC as adopted; and for other purposes.

To further amend title 53 of the Code of the Federated States of Micronesia, as amended, by further amending section 603, as amended by Public Laws Nos. 5-120 and 7-118, by further amending section 801, as amended by Public Law No. 5-120-, by amending section 802, and by further amending section 803, as amended by Public Law No. 9-056, to makes changes in the Social Security Act, and for other purposes.

To further amend Public Law No. 10-120, as amended, by further amending section 1, as amended by Public Laws Nos. 10-122, 10-144, 11-8, and 11-20, and by further amending section 6, as amended by Public Laws Nos. 10-122, 11-8, and 11-10, to further break down to change the allotte for certain Chuuk Election District No. 3 funds, and for other purposes.

To further amend title 24 of the Code of the Federated States of Micronesia, as amended, by further amending section 102, as amended by Public Laws Nos. 5-37, 6-11, and 9-067, and by further amending section 301, as enacted by Public Law No. 6-11 and amended by Public No. 11-24, for the purpose of changing the name of the authority from Micronesian Maritime Authority to Micronesian Fisheries Authority, and for other purposes.

To authorize the President of the Federated States of Micronesia to lend Pohnpei Utilities Corporation $500,000, and to appropriate therefor the sum of $500,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 2000, for the purchase by Pohnpei Utilities Corporation of energy for power generation, and for other purposes.

To provide for the selection of delegates and procedures for the Constitutional Convention approved in the referendum of July, 1999, and for other purposes.

To further amend title 50 of the Code of the Federated States of Micronesia, as amended, by adding new sections 120 and 124 of chapter 1, and by amending section 202, for the purpose of creating the status of permanent resident alien and specifying certain rights pertaining thereto, and for other purposes.

To appropriate the sum of $900,590 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 2000, for the purpose of funding pre-convention expenses related to the Constitutional Convention, the Constitutional Convention itself, and for other purposes.

To further amend title 52 of the Code of the Federated States of Micronesia, as amended, by amending section 504, as enacted by Public Law No. 9-155, and by further amending section 507, as enacted by Public Law No. 9-155 and amended by Public Laws Nos. 10-57 and 10-127, for the purpose of extending the period of the Early Retirement Program, and for other purposes.

To further amend Public Law No. 10-26, as amended by Public Law 10-131, by further amending sections 1 and 2, as amended by Public Law NO. 10-131, for the purpose of broadening the use of certain funds apportioned to the State of Kosrae and extending the lapse date, and for other purposes.

To recommend certain individuals for naturalization as citizens of the Federated States of Micronesia, and for other purposes.

To appropriate the sum of $414,402 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 2000, to reappropriate funds that lapsed on September 30, 1999, for Construction and repair of Yap State international airport, and for other purposes.

To further amend title 50 of the Code of the Federated States of Micronesia, as amended, by adding a new section 101A for the purpose adding a definition section; by further amending section 113, as enacted by Public Law No. 10-14 and as amended by Public Law No. 10-35, for the purpose of changing the administration of the Entry Permit Revolving Fund; by adding a new section 201A for the purpose of adding a definitions section; and by amending section 207 for the purpose of changing the administration of the Passport Revolving Fund; and for other purposes.

To further amend title 55 of the Code of the Federated States of Micronesia, as amended, by amending section 804, as enacted by Public Law No. 10-121, for the purpose of providing for certain instances in which Chuuk State Commission on Improvement Projects shall serve as allottee, and for other purposes.

To further amend Public Law No. 9-067, as amended by Public Laws No. 9-067, as amended by Public Laws Nos. 9-112, 10-9, 10-100 and 11-25, to change the allotte for Chuuk funds, and for other purposes.

To amend Public Laws No. 11-23, by amending section 8(4) to appropriate the sum of $160,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 2000, to reinstate funding for an Agreement for the Joint Administration of Law Enforcement Between the National Government of the Federated States of Micronesia and the Government of Chuuk, and for other purposes.

To appropriate the sum of $20,378 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 2000, for the purpose of reappropriating funding that lapsed on September 30, 1999, under the Public Law No. 5-85, for the airstrip in Ulul in Election District No. 5, State of Chuuk, and for other purposes.

To appropriate the sum of $111,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 2000, to reappropriate funds which lapsed on September 30, 1999, for COM-FSM State campus construction in Kosrae and Yap, and for other purposes.

To appropriate the sum of $4,000,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 2000, for the purpose of providing funds on a matching basis to the States, and for other purposes.

To further amend title 53 of the Code of the Federated States of Micronesia, as amended, by repealing chapter 10(sections 1001 through 1002) in its entirety, and by enacting a new chapter 10 for the purpose of expanding the scope of authorized investments that may be made by Social Security Board with the assets of the Social Security Retirement Fund, and for other purposes.

To further amend title 39 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-66 and 7-75, by renumbering chapter 2, which concerns postal crimes, and enacting a new chapter 2 to provide for postal services, and for other purposes.

To further amend title 39 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-66 and 7-75, by repealing chapter 1 in its entirety, and by enacting a new chapter 1 in lieu thereof, for the purpose of corporatizing the postal services of the Federated States of Micronesia, and for other purposes.

To amend Public Law No. 11-23, by amending section 5, to revise the purpose for which budget funds are appropriated to the Public Auditor's Office, and for other purposes.

To appropriate the sum of $70,000 from the General Fund of the Federated States of Micronesia, for the fiscal year ending September 30, 2000, for the purpose of funding the preservation and restoration of the German bell tower in Kolonia Town, Pohnpei, and for other purposes.

To further amend title 24 of the Code of the Federated States of Micronesia, as amended, by repealing chapter 1 through 5; by renumbering chapters 6 and 7 as chapters 9 and 10 respectively; by enacting new chapters 6 through 8; to establish the Marine Resource Act of 1999; and for other purposes.

To appropriate the sum of $67,334 from the General fund of the Federated States of Micronesia for the fiscal year ending September 30, 2000, to reimburse the College of Micronesia-FSM for fiscal year 1997 expenditures for the College Board of Regents, and for other purposes.

To amend title 51 of the Code of the Federated States of Micronesia by deleting all references to the Trust Territory, its instrumentalities and official, and inserting in lieu thereof the Federated States of Micronesia, its relevant instrumentalities and officials; by repealing section 307 and its entirety; by amending section 112 of chapter 1 for the purpose of redefining some of the terms therein; by amending section 135 for the purpose of creating a requirement that employers pay in advance the return airfares of noncitizen employees; by amending section 142,l for the purpose of eliminating the requirement that noncitizen employees leave the Federated States of Micronesia before they are employed by new employers; by adding a new section 143 for the purpose of establishing a time period for requesting an extension of work permits; by adding a new section 170 for the purpose of authorizing the chief to issue citations and impose fines; and for other purposes

To appropriate the sum of $25,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1999, for the purpose of compensating meeting allowances of eligible members of the Educational Task Force on the proposed Constitutional amendments which were put forth to the voters during the July 1, 1999 Special Elections, and for other purposes.

To appropriate the sum of $36,297,199 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 2000, to provide for the budgeted operation expenses of all branches of the National Government of the Federated States of Micronesia, various programs, subsidies, grants, and contributions; to establish a budget for compact sections 214(b), 215(a)(2), 216(a)(1), 216(a)(2), 216(a)(3) and 221(b); and to establish a development budget and appropriate funds available therefor under the Compact; and for other purposes.

To further amend Public Law No. 9-067, as amended by Publics Laws Nos. 9-112, 10-9, and 10-100, by further amending section 5 as amended by Public Laws Nos. 9-112, 10-9, and 10-100 to change the allottee for Chuuk funds, to change the lapse date for funds, and for other purposes.

To appropriate the sum of $150,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 2000, for the purpose of funding the operations of the Rural Development (USDA) offices, and for other purposes.

To authorize for appropriation from the General Fund of the Federated States of Micronesia the sum of $1,000,000 for the purpose of funding expenses related to the construction of official residences at the FSM capital, and for other purposes.

To appropriate the sum of $320,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1999, for the purpose of paying expenses associated with the implementation of a revised biweekly salary schedule for employees of the FSM National Government, and for other purposes.

To amend Public Law No. 11-07 by amending section 2, to extend the lapse date of the funds appropriated for the Micronesian Maritime and Fisheries Academy until September 30, 2000, and for other purposes.

To further amend title 54 of the Code of the Federated States of Micronesia, as amended, by further amending section 222 thereof, as enacted by Public Law No. 9-139 and amended by Public Laws Nos. 10-10, 10-136, and 10-149, for the purpose of adding a new exemption for certain goods imported by new manufacturing firms, and for other purposes.

To further amend title 53 of the Code of the Federated States of Micronesia, as amended, by amending section 704 to permit tax and information sharing between the Department of Finance and Administration and the Social Security Administration, and for other purposes. 

To further amend title 52 of the Code of the Federated States of Micronesia, as amended, by repealing section 205 in its entirety, and by adding a new section 205 in lieu thereof, and for other purposes.

To further amend title 21 of the Code of the Federated States of Micronesia, as amended by Public Laws Nos. 5-7, 5-104, 7-37, and 7-99, by amending section 208 thereof (regarding FSM Telecommunications Corporation); to amend title 22 of said Code by amending section 209 thereof (regarding Coconut Development Authority); to further amend title 24 of said Code, as amended, by amending section 724 thereof (regarding National Fisheries Corporation); to further amend title 30 of said Code, as amended, by amending section 128 thereof(regarding FSM Development Bank), as excavated by Public Law No. 8-47; and to further amend Public Law No. 7-79 (regarding College of Micronesia-FSM), as amended by Public Law No. 8-144, by amending section 29, all for the purpose of deleting exemptions from the import tax, and for other purposes.

To further amend title 52 of the Code of the Federated States of Micronesia, as amended, by further amending section 164, as amended by Public Laws Nos. 9-155, 10-62, and 10-96 and by further amending section 509, as enacted by Public Law No. 9-155 and as amended by Public Laws Nos. 10-62, 10-118, and 10-151, to provide for overtime compensation for all public employees upon arrival by authorized officials; to make other clarifications more certain regarding overtime, and for other purposes.

To further amend title 3 of the Code of the Federated States of Micronesia, as amended, by amending section 105, relating to the adoption of rules of administration concerning the establishment and exercise of duties, responsibilities, powers, and functions of Congress offices, and for other purposes.

To further amend title 54 of the Code of the Federated States of Micronesia, as amended, by amending section 238 thereof, as enacted by Public Law No. 9-139, for the purpose of clarifying the right of customs to hold one shipment when importer still owes money for a prior shipment, and for other purposes.

To further amend Public Law No. 10-119, as amended, by further amending section 1, as amended by Public Laws Nos. 10-132 and 11-6, by further amending section 3, as amended by Public Law No. 10-24, and by amending section 13; to appropriate the sum of $380,868 from the General Fund of the Federated States of Micronesia to provide for supplemental appropriations of funds for various departments and offices for the fiscal year ending September 30, 1999, and for other purposes.

To further amend title 52 of the Code of the Federated States of Micronesia, as amended, by further amending section 509, as enacted by Public Law No. 9-155 and as amended by Public Law No. 10-72, 10-118 and 10-151, to allow for payment of overtime under certain specified circumstances, and for other purposes.

To further amend Public Law No. 10-119, as amended, by further amending section 3, as amended bt Publics Law No. 10-124, to appropriate the sum of $13,590 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1999, as supplemental funding for the operations of the National Judiciary, and for other purposes.

To further amend Public Law No. 10-119, as amended, by further amending section 11, as amended by Public Law No. 10-130 and 10-139, for the purpose of reprogramming funding, thereby modifying the use of funds appropriated therein for the State of Yap, and for other purposes.

To further amend Public Law No. 10-119, as amended, by further amending section 2, as amended by Public Law Nos. 10-128 and 10-138, to change the use of certain funds therein, and for other purposes.

To further amend title 24 of the Code of the Federated States of Micronesia, as amended, by further amending section 301, as amended by Public Law No. 6-11, for the purpose of requiring that all members of the Micronesian Maritime Authority shall be nominated subject to the advice and consent of the Congress, and for other purposes.

To further amend Public Law No. 10-119, as amended, by further amending section 11, as amended by Public Laws Nos. 10-130 and 10-139, to transfer $30,000 from the "Personnel" line to the "Contractual services" line within the budget of the Joint Committee on Compact Economic Negotiations, and for other purposes.

To further amend title 32 of the Code of the Federated States of Micronesia, as amended, by amending section 101 and 103 thereof for the purpose of removing the requirement for importing and exporting license, and for other purposes.

To amend Public Law No. 7-116, the National Food Safety Act, by amending section 24 to permit a portion of the fees received from licenses issued under section 24 to be placed into a revolving fund, to be used to fund ongoing community education on food safety, training of food safety inspectors, the purchase of food testing equipment, and for other purposes.

To further amend title 50 of the Code of the Federated States of Micronesia, as amended, by further amending section 114, as amended by Public Law No. 5-105 and as renumbered by Publics Law No. 0-4, for the purpose of allowing the issuance of citations and the collection of fees for the violation of certain provisions of chapter 1 or any regulations issued pursuant therefor without a hearing, and for other purposes.

To further amend title 52 of the Code of the Federated States of Micronesia, as amended, by amending section 206 for the purpose of adding certified public accountants and other professionally certified classifications of accountants to the list of professional qualifications entitled to receive a market-place premium, and for other purposes.

To further amend title 54 of the Code of the Federated States of Micronesia, as amended, by amending section 121 and repealing section 122 for the purpose of eliminating the $1,000 deduction from the wage and salary tax, by reenacting section 122 for the purpose of clarifying an employee's ultimate responsibility for paying the wage and salary tax, and for other purposes.

To amend title 22 of the Code of the Federated States of Micronesia by adding a new section 416 to allow for recovery of overtime costs for quarantine personnel from aircraft and sea vessel under certain circumstances, and for other purposes.

To further amend title 54 of the Code of the Federated States of Micronesia, as amended, by amending section 153 thereof for the purpose of clarifying and strengthening tax liens, and for other purposes.

To further amend title 54 of the Code of the Federated States of Micronesia, as amended, by further amending section 124 thereof. As amended by Public Law No. 7-41, to more clearly specify which wages and salaries are taxable, and for other purposes.

To further amend Public Law No. 7-93, as amended by Public Laws Nos. 8-9, 8-95, 10-7, and 10-89, for the purpose of further extending the lapse date of funds appropriated for State Centers for Continuing Education, and for other purposes.

To further amend title 24 of the Code of the Federated States of Micronesia, as amended, by further amending section 404, amended by Public  Laws Nos. 6-11 and 9-057, for the purpose of requiring that all foreign fishing agreements include provision prohibiting any commercial fishing within twenty-four miles of the territory of the Federated States of Micronesia, and for other purposes.

To further amend Public Law No. 9-052, as amended, by further amending section 2, as amended by Public Laws Nos. 9-094, 9-117, 9-160, 10-69, 10-106, and 10-147, to modify the use of funds appropriated, and for other purposes.

To further amend Public Law No. 7-117, as amended, by further amending section 8, as amended by Public Laws Nos. 7-136,  8-20, 8-42, 8-50, 8-81,  8-84, and 8-141, to adjust a lapse date, and for other purposes.

To amend Public Law No. 10-145, by amending section 1 to eliminate reference to $500,000 of the appropriation being funded from the capital account funds available under section 211 of the Compact of Free Association, and for other purposes.

To further amend title 55 of the Code of the Federated States of Micronesia, as amended, by further amending section 224A as renumbered by Public Law No. 9-074 and amended by Public Law No. 10-50, by amending accounting of delegation expenses and a definition therefor, and for other purposes.

To further amend Public Law No. 10-11, as amended by Public Law No. 10-125, by further amending section 2, as amended by Public Law No. 10-125, to add an additional slot on the JCN for a national representative to be appointed by the President and to make related changes, and for other purposes.

To authorize an increase in the FSM's membership quota in the IMF and to provide for paying for it with promissory notes, and for other purposes.

To appropriate the sum of $32,600 from the General fund of the Federated States of Micronesia for the fiscal year ending September 30, 1999, to fund the National Women's Advisory Council's Fifth FSM Women's Conference, scheduled to be held in Pohnpei State from August 2-6 1999, and for other purposes.

To further amend title 54 of the Code of the Federated States of Micronesia, as amended, by further amending section 222 thereof, as enacted by Public Law No. 9-139 and amended by Public Laws Nos. 10-10, 10-136 and 10-149, to add an exemption for parcels which would generate a de minimis duty, and for other purposes.

To appropriate the sum of $39,134,844 from the General Fund of the Federated States of Micronesia for the Fiscal year ending September 30, 2000, to provide for the budgeted operating expenses of all branches of the National Government of the Federated States of Micronesia, various programs, subsidies, grants, and contributions; to establish a budget for compact sections 214(b), 215(a)(2), 216(a)(1), 216(a)(2), 216(a)(3), 221(b); and to establish a development budget and appropriate funds available therefor under the Compact; and for other purposes.

To appropriate the sum of $98,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 2000, for the purpo0se of paying expenses associated with the operation of the Rural Development (USDA) office in Kosrae, and for other purposes.

To further amend Public Law No. 10-53, as amended by Public Law No. 10-101, by amending section 2 for the purpose of redefining the use of funds to include community water tanks, other community water development needs, economic and social projects, and legal fees for Kolonia Town, and for other purposes.

To further amend title 52 of the Code of the Federated States of Micronesia, as amended, by amending section 508, as enacted by Public Law No. 9-155, to set limitations on the use of funds in the Retirement Fund, and for other purposes.

To further amend Public Law No. 10-120, as amended by Public Laws Nos. 10-122, 10-144, 11-5, and 11-8, by further amending section 3, as amended by Public Law Nos. 10-122, and by further amending section 6, as amended by Public Laws Nos. 10-122 and 11-8, to provide a further apportionment of funds and to change an allotte, and for other purposes.

To further amend title 2 of the Code of the Federated States of Micronesians, as amended, by further amending section 207, as amended by Public Laws Nos. 5-2, 5-50, 7-6, 7-91, 9-128 and 10-55, for the purpose of requiring congressional action on Presidential nominations within 90 days of nomination or nominee is deemed rejected, and for other purposes.

To further amend Public Law No. 10-119, as amended, by further amending section 2, as amended by Public Laws Nos. 10-128 and 10-138, to appropriate $66,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1999, for the purpose of funding repairs and renovation of the Speaker's residence in Nanpohnmal,  Pohnpei, and for other purposes.

To appropriate the sum of $1,321,222 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, maritime training institution on Yap on the site of the former MMFA, and for other purposes.

To amend Public Law No. 10-143, by amending section 3, for the purpose of modifying the use of funds appropriated therein for the State of Yap, and for other purposes.

To further amend title 24 of the Code of the Federated States of Micronesia, as amended, by amending section 114 and 115, as enacted by Public Law No. 6-11, and to further amend title 55 of the Cod of the Federated States of Micronesia, as amended, by enacting new subchapters XI and XII thereof, all in order to provide for the division fees from licensing of fishing in the exclusive economic zone. and for other purposes.

To appropriate the sum of $75,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 2000, for the purpose of funding the extension of the waste water land fall in Lelu Harbor, and for other purposes.

To further amend title 9 of the Code of Federated States of Micronesia, as amended, by adding a new section 205, for the purpose of requiring the inauguration of the President and Vice President to be held within seven days of their election, and for other purposes.

To further amend title 54 of the Code of the Federated States of Micronesia, as amended, by further amending section 112 thereof, as amended by Public Laws Nos. 7-41, 10-93, and 149, to allow deduction of certain expenses from gross revenue before computation of the gross revenue tax, and for other purposes.

To further amend title 54 of the Code of the Federated States of Micronesia, as amended, by further amending section 222 thereof, as enacted by Public Law No. 9-139 and amended by Public Laws Nos. 10-10, 10-136, and 10-149, for the purpose of exempting textbooks imported by non-profit schools from the duty on imports, and for other purposes.

To amend Public Law No. 10-143, by amending section 1, to modify the use of funds and reprogram funds appropriated therein for Chuuk State, and for other purposes.

To further amend Public Law No. 10-120 as amended by Public Laws Nos. 10-122 and 10-144, for the purpose of modifying the use of certain funds appropriated therein, and by further amending section 6, as amended by Public Law No. 10-122, to change an allottee, and for other purposes.

To further amend Public Law No. 10-119, as amended, by further amending section 1, as amended by Public Laws Nos. 10-132 and 10-139, for the purpose of allowing payment of additional overtime from funds previously appropriated and to appropriate $17,065 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1999, for National Police overtime, notwithstanding section 509 of title 52 of the Code of the Federated States of Micronesia, and for other purposes.

To further amend title 53 of the Code of the Federated States of Micronesia, as amended, by further amending section 603, as amended by Public Laws Nos. 5-120 and 7-118, for the purpose of raising the maximum amount in wages which may be taxed as contribution to Social Security, and for other purposes.

To further amend title 54 of the Code of the Federated States of Micronesia, as amended, by further amending section 805, as amended by Public Laws Nos. 7-41, 9-139, and 10-68, for the purpose of removing restrictions on funds paid into State treasuries, and for other purposes.

To further amend Public Law No. 6-74 as amended, by further amending section 5, as amended by Public Laws Nos. 6-101, 7-72, 8-152, 9-061, 9-141, and 10-105, to extend the lapse date to September 30, 1999, and for other purposes.

To further amend Public Law No. 10-120, as amending by Public Laws Nos. 10-122 and 10-144, by further amending section 4, as amended by Public Law No. 10-122, for the purpose of reprogramming funding and modifying the use of funds appropriated therein for the State of Yap, and for other purposes.

To recommend certain individuals for naturalization as citizens of the Federated States of Micronesia, and for other purposes.

To appropriate the sum of $2,000,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 2000, for the purpose of paying expenses associated with the construction of athletic facilities in Yap in preparation for the Third FSM Games, and for other purposes.

To further amend title 53 of the Code of the Federated States of Micronesia, as amended, by further amending section 01, as amended by Public Law No. 5-120 to permit Board members whose terms expire after January 1, 1999, but whose replacements have not been nominated or confirmed, to continue to serve until their replacements have been confirmed by Congress; to specify that the Social Security Administrator shall be a non-voting ex officio member of the Board; and for other purposes.

To appropriate the sum of $6,750,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 2000, for the purpose of funding infrastructure projects, roads, and other economic and social projects and programs in the States of Chuuk , Kosrae, Pohnpei and Yap, and for other purposes.

To further amend title 54 of the Code of the Federated States of Micronesia, as amended, by further amending section 222 thereof, as enacted by Public Law No. 9-139 and amended by Public Laws Nos. 10-10, 10-136, and 10-149, for the purpose of exempting equipment and materials imported by publicly owned utilities, and for other purposes.

To further amend title 54 of the Code of the Federated States of Micronesia, as amended, by further amending section 222 thereof, as enacted by Public Law No. 9-139 and amended by Public Laws Nos. 10-10, 10-136, and 10-149, for the purpose of exempting school instructional items from the duty on imports, and for other purposes.

To appropriate the sum of $1,000,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 2000, for the purpose of funding surfacing of the circumferential road in the state of Pohnpei, and for other purposes.

To propose an amendment to section 8 of article IX and to the sections 4 and 5 of article X of the Constitution of the Federated States of Micronesia,  to further amend title 3 of the Code of the Federated States of Micronesia, as amended, by further amending section 101, as amended by Public Laws Nos. 5-53, 5-98, and 7-89, and by amending section 107, as established by Public Law No. 5-98; and to further amend title 9 of said Code, as amended, by amending section 104, by further amending section 105, as amended by Public Law No 8-97, by further amending  section 202, as amended by Public Law No. 5-70 and renumbered by Public Law No. 5-103, and by further amending section 204, as amended and renumbered by Public Law No. 5-103; all for the purpose of improving the operations of Congress by providing  for at-large and district senators, by providing that all member of Congress shall serve four-year terms, and by providing that the President shall be elected from among the  at-large members of Congress and the Vice-President shall be elected from among the district members of Congress; and for other purposes.

To appropriate the sum of $2,600,000 from the General Fund of the Federates States of Micronesia for the fiscal year ending September 30, 2000, for the purpose of funding asphalt road surfacing in the State of Kosrae, and for other purposes. 

To appropriate the sum of $108,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, Conference, and for other purposes.

To direct the President of the Federated States of Micronesia, or his designee, to summit the question: "Shall there be a convention to revise or amend the Constitution?" to the voters of the Federated States of Micronesia, in the special election to be held in July 1999 and for other purposes.

To appropriate the sum of $200,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1999, for the purpose of funding the second FSM nationwide economic summit, and for other purposes.

To appropriate the sum of $200,000 from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 1999, for the purpose of funding the National elections in July, 1999, and for other purposes.

To form and admit a new state to the Federated States of Micronesia, to be known as the State of "Mortlocks", and for other purposes.
