Tax ID and Electronic Notice System Top Congressional Measures of Special Session

 

PALIKIR, POHNPEI. April 14, 2023 - The 22nd Congress of the Federated States of Micronesia adjourned its Seventh Special Session on April 7, 2023, with a number of Congressional Acts after a 5-day session that convened on Monday, April 03, 2023.

Congressional Act (CA) 22-186, is to amend Chapter 8 Title 54 of the FSM Code by adding new Sections 806 and 807 for the purpose of allowing the issuance, the use and the cancellation of Taxpayer Identification Numbers (TIN), the establishment of an Electronic Notice System for certain taxpayers for the electronic service of notice and filing of tax returns, and the regulatory power by the Secretary of the Department of Finance and Administration.

CA 22-189, is an Act to reallocate the funds for the 45% salary increase previously appropriated from the FSM General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 2023, by Public Law No. 22-181, by reducing the funds appropriated in Section 8 and placing them in Sections 2,3,4,5 and 6 in the operational budget of the National Government.

CA 22-190, is an Act to appropriate $280,000 from the FSM General Fund for funding of the Emergency Infrastructure Projects pertaining to the shoreline protection, drainage and road improvements for the state of Kosrae.

CA 22-195, is an Act to amend Title 2 Section 210 of the Code of the Federated States of Micronesia as established by Public Law 15-47, to increase the allowance of Former Presidents of the Federated States of Micronesia.

The remaining Acts were for grass root level projects and social programs in the four states to make either changes to the use of funds previously appropriated or to make changes to the allottees of those funds.

Congress passed CA 22-193, CA 22-194, CA 22-196, CA 22-197, CA 22-198, CA 22-199, CA 22-200, CA 22-201 and CA 22-202 and changed the use or allottee of certain funds previously appropriated for public projects and social programs for the people of the state of Kosrae; while CA 22-192 was for the same intent directed to the state of Pohnpei.

Specific to Chuuk State, for previous public projects and social programs for the people of the state, the Congress passed CA 22-282; and CA 22-191 for the state of Pohnpei and Chuuk.

Finally, the Congress passed CA 22-187 and CA 22-188, to amend funds previously appropriated to fund social programs and public projects for the people in all the four states.

All the Congressional Acts have been transmitted to the President to be signed into law or they automatically become law within 30 days of transmittal.
