Requesting  the Telecommunications Corporation of the Federated States of Micronesia to improve communications system in the outlying areas and outer islands of Pohnpei State.

Setting forth the sum of the total funds estimated to be available for appropriating from the General Fund of the Federated States of Micronesia for fiscal year 1987.

Approving Amendment No. 1 to the "Memorandum of Understanding with respect to the Division of Grant Assistance under the Compact of Free Association among the National and State Governments of the Federated States of Micronesia."

Requesting the President of the Federated States of Micronesia to seek all available assistance for addressing the damages inflicted upon Ulithi, Fais and other islands of Yap State by Typhoons Marge and Orchid.

Confirming the nomination of Mr. Charles Chieng to the Federated States of Micronesia Social Security Board.

Urging the President of the Federated States of Micronesia and the Governor of each State of the Federated States of Micronesia to fully support programs to eradicate malnutrition among our citizens, including programs to develop accurate data on the incidence of malnutrition among our citizens.

Confirming the nomination of Mr. Donald Jonah to the Federated States of Micronesia Social Security Board.

Confirming the nomination of Mr. Ismael Dobich to the Federated States of Micronesia Social Security Board.

Confirming the nomination of Lieutenant Governor Johnny David to the Federated States of Micronesia Social Security Board.

Confirming the nomination of Mr. Kohne Ramon to the Federated States of Micronesia Social Security Board.

Congratulating Governor Yosiwo George and Lieutenant Moses Mackwelung of the State of Kosrae on their re-election and recent inauguration, and wishing them both a successful second term.

Congratulating Governor Petrus Tun and Lieutenant Tony Tawerilmang of the State of Yap on their election and recent inauguration, and wishing them both a successful term of office.

Confirming the nomination of Mr. Higinio Weirlangt as a member of the Investment Development Fund Board of Advisors.

Ratifying the "Agreement Between the United States Peace Corps and the Government of the Federated States of Micronesia Concerning the United States Peace Corps Program in the Federated States of Micronesia.

Confirming the nomination of Lieutenant Governor Moses Mackwelung as a member of the Investment Development Fund Board of Advisors.

Confirming the nomination of Senator Annes Lebehn as a member of the Investment Development Fund Board of Advisors.

Confirming  the nomination of Mr. Redley Killion as a member of the Investment Development Fund Board of Advisors.

Encouraging the Telecommunications Corporation of the Federated States of Micronesia to improve communications systems in the outer island.

Expressing the heartfelt gratitude and deep and sincere appreciation of the Congress to the Honorable Soukisehleng, the Nahnmwarki of Kitti; Soulikin Ant (Rohsa); Soumoadoanpohtoa; Nahnalek Kitti; Kedinlikin Ant (Rohspein); and the people of Kitti for their generosity and kindness in sponsoring and hosting a most splendid party for the Congress of the Federated States of Micronesia, in Kitti Municipality, State of Pohnpei.

Calling for a Fourth Special Session of the Fourth Congress of the Federated States of Micronesia, to be convened at a date and for a duration to be set by the Presiding Officer in consultation with the Chairman of  each State delegation , during the first full week of January 1987.

Extending the Fourth Regular Session of the Fourth Congress of the Federated States of Micronesia for up to 5 more days.

Ratifying the "Agreement Regarding Transitional Matters Relating to Implementation of the Compact of Free Association Between the Government of the United States and the Government of the Federated States of Micronesia."

Expressing heartfelt gratitude to Michael A. McCoy for his many years of outstanding service to the Federated States of Micronesia and wishing him success in all that he does in the future.

Respectfully requesting the Federated States of Micronesia Department of External Affairs to inform other nations of our new political status and to take appropriate action in order to effectively and actively promote our new political status.

Setting forth the sum of the total funds estimated to be available for appropriation from the Central Fund of the Federated States of Micronesia and the United States Grant Special Fund of fiscal year 1987.

Confirming the nomination of Mr. Andrew Kugfas to the Advisory Board of the Institute for Micronesian History and Culture.

Confirming the nomination of Mr. Heinrich Iriarte to the Advisory Board of the Institute for Micronesian History and Culture.

Confirming the nomination of Mr. Kintoky Joseph to the Advisory Board of the Institute for Micronesian History and Culture.

Respectfully requesting the Speaker of the Congress of the Federated States of Micronesia to appoint a special committee to investigate the activities within the Federated States of Micronesia of foreign corporations and corporations incorporated under Trust Territory law to ensure compliance with Federated States of Micronesia law.

Endorsing Resolution No. 2-256, L.D.1., of the Second Kosrae State Legislature, Sixth Regular Session, 1982, which expresses Kosrae's need and desire for air jet service by Air Nauru, and expressing the desire of the Congress of the Federated States of Micronesia to be fully informed of any plans Air Nauru may have to provide such service.

Requesting the United States Secretary of the Department of the Interior to effectuate changes in Secretarial Order No. 3039, amendment No.1, to allow each of the three constitutional governments of the Trust Territory of the Pacific Islands to assume the operations and administration of their portion of the Trust Territory Social Security System.

Urging the High Commissioner and the Attorney General of the Trust Territory of the Pacific Islands to immediately take all steps necessary to create arbitration panels in each of the four States to hear claims for additional compensation' for the past use of lands taken by the Trust Territory Government under indefinite land use agreements and to include before these panels the claims of owners of indefinite land use parcels previously excluded from all past use compensation procedures.

Requesting the Board of Regents of the College of Micronesia to relocate the School of Nursing to the State of Ponape.

Confirming the nomination of Daro Weital for the position of Director of Education for the National Government of the Federated States of Micronesia.

Respectfully requesting the President of the Federated States of Micronesia to explore the possibility of engaging a multidiscipline consulting firm to provide technical assistance in the National planning and development process.

Requesting that the Federated States of Micronesia Task Force on War Claims submit a written report to the Congress on its activities for the last 18 months including a description of the status of the war claims problem in the Federated States of Micronesia.

Extending sympathy and condolences to the family of the late Alfonso F. Solomon.

Ratifying the "Inter-Departmental Support Agreement For The Utilization Of U.S. Military Civic Action Construction Teams In The Trust Territory Of The Pacific Islands, (Federated States of Micronesia and the Republic of Palau) for Fiscal Year 1983.

Expressing the sense of the Congress to hold in abeyance the proposed Federated States of Micronesia Classification Plan submitted by the Office of Personnel.

Setting forth the sum of the total funds estimated to be available for appropriation from the General Fund of the Federated States of Micronesia and the United States Grant Special Fund for fiscal year 1983.

Endorsing Resolution No. 2-254, L.D.1, of the Second Kosrae State Legislature, Sixth Regular Session, 1982, which expresses Kosrae's need and desire of air jet service by Continental/Air Micronesia, and expressing the desire of the  Congress of the Federated States of Micronesia to be fully informed of any plans Continental/Air Micronesia  may have to provide such service.

Requesting that Continental/Air Micronesia justify to the Congress of the Federated States of Micronesia its recent air fare increase and schedule changes.

Wishing a complete and speedy recovery to Heinrich Stephen, the Iso Naniken of Kitti.

Requesting Public Auditor John Dye to give highest priority to auditing the accounts of the Congress of the Federated States of Micronesia.

Establishing a more efficient procedure for action by the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau on the Administrative and Operations Budget of the Trust Territory Social Security System.

Uniformly authorizing that the sum of $52,936 for fiscal year 1984 be taken from the Trust Territory Social Security Retirement Fund for the purpose of training Social Security Administrators from the Republic of Palau, the Republic of the Marshall Islands, and the Federate States of Micronesia with a view to preparing them to properly administer the separate Social Security Systems at such time or times as these systems come into effect.

Uniformly authorizing that the supplemental sum of $44,652 for fiscal year 1983 be taken from the Trust Territory Social Security Retirement Fund for the purpose of training Social Security Administrators from the Republic of Palau, the Republic of the Marshall Islands, and the Federated States of Micronesia with a view to preparing them to properly administer the separate Social Security Systems at such time or times as these systems come into effect.

Expressing deepest sympathy and condolences to the family, the friends, and the people of the Marshall Islands for the passing of Dr. Isaac Lanwi.

Expressing the sense of the Congress of the Federated States of Micronesia that the legal assistance provided to citizens of the Federated States by Micronesian Legal Services Corporation is a valuable and necessary service and must be preserved and continued.

Congratulating the people of Pingelap on the completion and dedication of the new airstrip on Pingelap.

Ratifying the Convention establishing the South Pacific Forum Fisheries Agency.

Establishing a formula for the distribution of funds appropriated by the Congress of the Federated States of Micronesia for State public projects.

Expressing deep and sincere appreciation and congratulations to the members of the Commission on Future Political Status and Transition for successfully negotiating and concluding a Compact of Free Association with the Government of the United States.

Urging the President of the Federated States of Micronesia to initiate appropriate action to ensure that executive functions which are State matters be transferred to the States in accordance with the law.

Ratifying a treaty entitled "An Arrangement Implementing the Nauru Agreement Setting Forth Minimum Terms and Conditions of Access to the Fishery Zone of the Parties."

Setting forth the sum of the total funds estimated to be available for appropriation from the General Fund of the Federated States of Micronesia and the United States Grant Special Fund for fiscal year 1987.

Approving the Goods and Services Agreement between the Micronesian Maritime Authority and the Federation of Japan Tuna Fisheries Co-operative Association, the National Offshore Tuna Fisheries Association of Japan, the Japan Far Seas Purse Seine Fishing Association, and the Federation of North Pacific District Purse Seine Fishing Co-operative Associations of Japan dated August 14, 1986, and distributing the Goods and Services to be made available pursuant thereto.

Commending Moria Rufes for her devotion to the services of the Congress of the Federated States of Micronesia and directing the Speaker of the Congress to show a token of Congress' appreciation of Ms. Rufes' services by paying her travel expenses to accompany one of the committees of Congress during public hearings in other States of this Nation.

Respectfully urging the Congress of the United States to appropriate, and the President of the United States to approve, funding necessary for the construction of a new campus for the Community College of Micronesia in Pohnpei State, Federated States of Micronesia.

Confirming the nomination of Mr. John Sohl as the National Planner of the Federated States of Micronesia.

Directing the Commission on Future Political Status and Transition to negotiate with the United States to attempt to obtain for the Federated States of Micronesia benefits and privileges equivalent to those conferred upon the United States by paragraph 7 of article II of the "Federal Programs and Services Agreement Concluded Pursuant to Article II of Title Two and Section 232 of the Compact of Free Associations."

Directing the Committee on Health, Education and Social Affairs of the Congress of the Federated States of Micronesia to explore and investigate problems regarding the student services and medical referral coordinators at the FSM liaison offices in Hawaii and Guam.

Ratifying, pursuant to FSM Public Law No. 4-13, as amended by Public Law No. 4-29, two additional agreements concluded with the United States Government related to the Compact of Free Association and revised Fiscal Procedures Agreement.

Requesting that the President of the Federated States of Micronesia join the Congress in the creation of a Task Force on Reduction of Task Forces to study means to reduce the number of task forces in the Federated States of Micronesia.

Respectfully inviting the President of the Federated States of Micronesia to give the State of the Nation message on August 29, 1986.

Requesting the Congress of the United States to appropriate, and the President of the United States to approve the appropriation of, funds necessary for the construction of the Federated States of Micronesia National Capital.

Expressing the deepest appreciation and gratitude of the Congress of the Federated States of Micronesia to Governor Resio Moses of the State of Pohnpei for sharing with the Congress the views of Pohnpei State on important issues facing the Federated States of Micronesia.

Commending and thanking Dennis Yamase for his hard work and exemplary performance as a attorney for the Fourth Congress of the Federated States of Micronesia during its Third Regular Session.

Expressing the deepest gratitude and appreciation of the Congress of the Federated States of Micronesia to Tom Bussanich for his many years of outstanding service to the Congress and the Nation, and wishing him the best of luck in all of his future endeavors.

Directing the Department of Resources and Development and the congressional Committee on Resources and Development to form a joint working group to investigate the pricing policies of Mobil Oil Micronesia, Inc. within the Federated States of Micronesia and neighboring Pacific states; to explore also the feasibility of price control legislation; to examine the possibility of Government assistance to the private sector in price negotiations with Mobil; and to research possible alternative sources of petroleum products for the Federated States of Micronesia.

Directing the Chief of the Division of Agriculture of the Federated States of Micronesia to establish a feed mill plant for the Federated States of Micronesia to be located in the State of Pohnpei to reduce imports of animal feed, provide employment opportunities, utilize local resources, reduce the Federated States of Micronesia's trade deficit and broaden the Nation's taxable economic base.

Requesting the Pohnpei Public Lands Authority to kindly provide adequate available public land to be used for the establishment and contraction of a Federated States of Micronesia feed mill plant and associated facilities in the State of Pohnpei.

Ratifying two memoranda of understanding which modify the Foreign Fishing Agreement between the Micronesian Maritime Authority and the Japanese Fishing Associations.

Requesting the President of the Federated States of Micronesia to have the Public Auditor inspect and audit the accounts of cooperatives and credit unions.

To support and request that the National Capital of the Federated States of Micronesia be moved to Faichuk, State of Truk.

Requesting the President of the Community College of Micronesia to explore the possibility of establishing a vocational training degree program at the Community College by conducting such studies as are necessary, including, but not limited to, an examination of how local high school vocational programs can best prepare students for post-secondary vocational training, and further requesting that he report his findings to the Congress no later than October, 1986.

Authorizing the Committee on Health, Education and Social Affairs of the Congress of the Federated States of Micronesia to call a meeting with all the committees of the State of legislatures of the Federated States of Micronesia which are responsible for health and education matters, in order to formulate a strategy to lobby the United States Government for continuation of health and education-related program funding during the Compact era.

Directing the Committee on Health, Education and Social Affairs of the Congress of the Federated States of Micronesia to conduct a study of all manpower development training programs receiving National

Respectfully requesting the President of the Federated States of Micronesia and the Speaker of the Congress of the Federated States of Micronesia to establish a joint task force for the purpose of exploring issues pertinent to the development of an appropriate body of maritime and related laws for the Federated States of Micronesia.

Respectfully requesting the President of the Federated States of Micronesia to seek foreign assistance to construct and equip a shortwave radio broadcasting station providing coverage to the entire Nation.

Requesting the Office of Planning and Statistics to prepare a method for each State to use in assessing the value of land and requesting banks to refrain from accepting land as collateral until each State adopts a method.

Respectfully requesting the United Nations Security Council to support the exercise of self-determination by the people of the Federated States of Micronesia and termination of the Trusteeship Agreement for the Former Japanese Mandated Islands.

Setting forth the sum of the total funds estimated to be available for appropriation from the General Fund of the Federated States of Micronesia and the United States Grant Special Fund for fiscal year 1986.

Requesting the President of the Federated States of Micronesia to direct appropriate officials of the National Government to produce a plan for the establishment of a National Shortwave Radio Broadcasting Station.

Inviting Mr. Ferdninand Marcos and Colonel Moammar Qaddafi to reside in Faichuk.

Inviting the Honorable Resio Moses, Governor of the State of Pohnpei, to address the Congress of the Federated States of Micronesia during its Third Regular Session.

Shortening the duration of the Third Regular Session of the Fourth Congress of the Federated States of Micronesia to not more than 24 days, with the Congress to adjourn sine die no later than June 20, 1986.

Calling for a Third Special Session of the Fourth Congress of the Federated States of Micronesia, to be convened at a date and for a duration to be  set by the Presiding Officer in consultation with the chairman of each congressional State delegation.

Requesting the President of the Federated States of Micronesia to crate a pre-constitutional convention committee to review the current Constitution of the Federated States of Micronesia.

Confirming the nomination of Mr. A.J. Tuuth to the Board of Directors of the Federated States of Micronesia Development Bank.

Confirming the nomination of Mr. Tiser Lippwe to the Board of Directors of the Federated States of Micronesia Development Bank.

Setting forth the sum of the total funds estimated to be available for appropriate from the General Fund of the Federated States of Micronesia and the United States Grant Special Fund for fiscal year 1987.

Directing the Committee on Health, Education and Social Affairs of the Congress of the Federated States of Micronesia to explore and investigate problems regarding the Micronesian Trades Apprenticeship Program in Guam.

Urging the United States of Congress to amend U.S. Public Law 99-178 so that federal grants from the Departments of Health and Human Services, Education, Labor, and other related agencies are continued in the Federated States of Micronesia until the effective date of the Compact of Free Association, and urging the United States Congress to provide founding for the federal programs named in Public Law 99-239 and the Compact of Free Association on the effective date of Free Association.

Extending the congratulations and best wishes of the people of the Federated States of Micronesia to President Corazon Aquino and the people of the Republic of the Philippines.

Urging the United States of Congress to amend U.S. Public Law 99-178 so that federal grants from the Departments of Health and Human Services, Education, Labor, and other related agencies are continued in the Federated States of Micronesia at least until the effective date of the Compact of Free Association.

Ratifying the Compact of Free Association and its related agreements with the changes proposed by the U.S. Government in U.S. Public Law 99-239, subject to certain understandings, interpretations and policy statements of the Government of the Federated States of Micronesia; urgently requesting the U.S. Congress to continue U.S. post-secondary education assistance programs during the compact period; authorizing the President to agree to an effective date for the Compact subject to certain conditions; authorizing the President to negotiate the additional agreements provided for in U.S. Public Law 99-239; approving the division of Compact section 216 funds between the Federated States of Micronesia and the Marshall Islands approving the Internal Budget and Finance Procedure Agreement and the Memorandum of Understanding on the Division of Compact Grant Assistance; and authorizing the President to negotiate such amendments to the Memorandum of Understanding as may be necessary for the administration and division of the grants to be necessary for the administration and division of the grants to be provided under sections 105(1) (2) and 111(b) of U.S. Public Law 99-239.

Ratifying "A Fishery Management Agreement Among the Federated States of Micronesia, the Republic of Kiribati, and the Republic of Palau" entered into a January 30, 1986, as amended on March 21, 1986, by the Governments of the Federated States of Micronesia, the Republic of Kiribati, and the Republic of Palau.

Expressing the displeasure of the Congress of the Federated States of Micronesia with the employment arrangement between David Nevitt and the law firm of Carlsmith, Wichman, Case, Mukai, and Ichiki.

Distributing the goods and services to be made available under the recently concluded agreement between the Micronesian Maritime Authority and the Federation of Japan Tuna Fisheries Co-opertive Associations, the National Offshore Tuna Fisheries Association of Japan, the Japan Far Seas Purse Seiner Fishing Association, and the Federation of North Pacific District Purse Seine Fisheries Co-operative Associations of Japan.

Respectfully requesting the nation friends of the Federated States of Micronesia to assist in funding the contraction of the Capital facilities of the Federated States of Micronesia.

Requesting that the President of the Federated States of Micronesia join the Congress in the creation of a Banking Task Force to study the feasibility, expense, and impact of the FSM Development Bank conducting commercial banking activities in the Federated States of Micronesia.

Respectfully requesting the President of the Federated States of Micronesia and the Executive Director of the Commission on Future Political Status and Transition to report to the Congress their views on whether or not they believe the Commission should be abolished.

Requesting the President of the Federated States of Micronesia and the Speaker of the Congress of the Federated States of Micronesia to create a working committee to prepare recommendations for implementation of the findings of the Joint Task Force on Air Transportation;

Respectfully requesting the Federated States of Micronesia Department of Social Services to give the highest possible priority to promoting both public awareness of birth control and sexually transmitted diseases, and the availability of medical services and pharmaceutical products which will promote birth control and prevent the spread of sexually transmitted diseases.

Approving the Goods and Services Agreement between the Micronesian Maritime Authority and the Japanese Fisheries Associations dated October 29, 1985.

Setting forth the sum of the total funds estimated to be available for appropriation from the General Fund of the Federated States of Micronesia and the United States Grant Special Fund for fiscal year 1986.

Congratulating and commending Pius "Mau" Pialug for his many achievements as a traditional navigator.

Expressing deepest sympathy and sincerest condolences to the family and friends of the late Archbishop Felixberto C. Flores and to the people of the Territory of Guam and the Commonwealth of the Northern Marianas Islands for his untimely passing.

Authorizing and directing the Committee on Judiciary and Governmental Operations to investigate the activities of Mr. Daniel High in the Federated States of Micronesia and to report its findings and recommendations to the Congress within 180 days of the passage of this resolution.

Requesting the United Nations Trusteeship Council and the United Nations Security Council not to approve the termination of the Trusteeship Agreement which places the Trust Territory of the Pacific Islands under the care of the United States of America as the administering authority until the Compact of Free Association between the Governments of the United States of America and the Federated States of Micronesia becomes effective.

Inviting the fishing associations of the Union of Soviet Socialist Republics to consider entering into a agreement with the Micronesian Maritime Authority in order to enable them to get permits to fish within the extended fisheries zone of the Federated States of Micronesia.

Conveying heartfelt gratitude and sincere appreciation to the President of the Federated States of Micronesia for recognizing the needs of the people of Faichuk.

Expressing the sense of the Congress of the Federated States of Micronesia that the FSM Bank should not accept land as collateral for loans.

Expressing the appreciation of the Congress of the Federated States of Micronesia to Mr. Alton K. Higashi for his untiring dedication and service to Federated States of Micronesia students in Hawaii.

Respectfully inviting the President of the Federated States of Micronesia to give the State of the National message on October 21, 1985.

Confirming the nomination of Mr. Carl V. Ullman to the position of Attorney General for the National Government of the Federated States of Micronesia.

Setting north the sum of the total funds estimated to be available for appropriation from the General Fund of the Federated States of Micronesia and the United States Grant Special Fund for fiscal year 1985.

Respectfully requesting the Congress of the United States, in approving the Compact of Free Association between the United States and the Federated States of Micronesia, to carefully consider the freely expressed wishes of the people of the Federated States of Micronesia, and disapprove or revise any proposed amendments, such as those approved by the United States House of Representatives Committee on Ways and Means, which materially change important substantive provisions in the Compact of Free Association as negotiated; expressing the sense of Congress that it could not reapprove the Compact with any such amendments; and expressing gratitude to those Members of the United States Congress who have devoted time and effort to try to have the Compact approved in a form consistent with the originally negotiated principles of the Compact and United States Trusteeship obligations.

Requesting that the President commission a study of the feasibility and cost of a slipway, ship repair, and shipwright training facility in the State of Truk.

Requesting the President of the Federated States of Micronesia and the Governor of the State of Truk to explore the possibility of establishing a National vocational training center in Truk State.

Respectfully requesting the President of the Federated States of Micronesia to formulate and deliver to the Congress a non-Compact level National budget for fiscal year 1986, utilizing Department of Interior and local revenue sources, which will be designed toward fostering independence from the United States as a viable alternative as soon as possible.

Respectfully requesting the United Nations Trusteeship  Council to support the exercise of self-determination by the people of the Federated States of Micronesia by expeditiously terminating the Trusteeship Agreement for the Trust Territory of the Pacific Islands upon final approval of the Compact of Free Association by the United States and Federated States of Micronesia.

Respectfully requesting the Commission on Future Political Status and Transition to reexamine and reevaluate the viability of independence as an alternative to free association and to report its findings to the Congress as expeditiously as possible.

Setting forth the sum of the total funds estimated to be available for appropriation from the General Fund of the Federated States of Micronesia and the United States Grant Special Fund for fiscal year 1986.

Expressing congratulations to Senator Kalisto Refalopei on the occasion of his birthday.

Respectfully requesting the President of the Federated States of Micronesia to make a report to the Congress regarding what actions he has taken , and plans to take in the near future, in order to fulfill commitments he has made to the people of Faichuk; and respectfully requesting the President to act with all due speed to fulfill these commitments.

Expressing the desire of Congress that the United States of House of Representative give careful and sympathetic consideration to the freely expressed wishes of the people of the Federated States of Micronesia, to their own Nation's obligations under the Trusteeship Agreement, and to comments from the Federated States of Micronesia Government while considering possible amendments to the Compact of Free Associations.

Expressing the sorrow and deepest sympathy and sincere condolences of the Congress to the family, friends, and country of the late President Haruo I. Remeliik for his untimely passing.

Expressing gratitude and appreciation to Mr. N. Neiman Craley, Jr., for his many years of dedicated service to the people of Micronesia, and wishing him and his family much success and happiness in the future.

Expressing gratitude and appreciation to Mrs. Janet Craley for her many years of dedicated service to the lawmakers of Micronesia, and wishing her much success and happiness in the future.

Requesting the Bank of the Federated States of Micronesia to refrain from opening a branch office in the State of Kosrae until such time as further study can be conducted.

Calling for a First Special Session of the Fourth Congress of the Federated States of Micronesia, to be convened on July 8, 1985, for a period not to exceed 20 calendar days.

Expressing appreciation to the Bank of Hawaii, Mr. Don Holland, and the Federated States of Micronesia Banking Board for their many efforts, hard work, and dedication which have recently resulted in banking services becoming available in Kosrae State, Federated States of Micronesia.

Setting forth the sum of the total funds estimated to be available for appropriation from the General Fund of the Federated States of Micronesia and the United States Grant Special Fund for fiscal year 1985.

Requesting the Office of the Attorney General of the Federated States of Micronesia to assign a police officer from the Division of Security and Investigation to the State of Yap.

Requesting the Micronesian Maritime Authority to negotiate with all owners of purse seiners operating within the jurisdiction of the Federated States of Micronesia for the purpose of establishing agreements regarding the disposal of incidental fish catches.

Respectfully requesting the United Nations Trusteeship Council members to support the exercise of self-determination by the inhabitants of the Trust Territory of the Pacific Islands.

Expressing appreciation to Congressman Ben Blaz of Guam for his continuing support of the aspirations of the people of the Federated States of Micronesia, as demonstrated by his efforts to obtain expeditious passage of the Compact of Free Association by the U.S. Congress.

Urging the United States Congress to affirm the act of self-determination exercised by the people of the Federated States of  Micronesia by approving the Compact of Free Association and its related agreements entered into between the Government of the Federated States of Micronesia and the Government of the United States of America.

Expressing sincere appreciation to the College of Tropical Agriculture and Life Sciences of the College of Micronesia, the University of Guam, the United States Department of  Agriculture, and the Department of Resources and Development of the National Government of the Federated States of Micronesia for all the assistance rendered in helping to eradicate the citrus fly problem in Kosrae State.

Requesting the President of the Federated States of Micronesia to conduct a study so as to determine the cause of the destruction of certain taro patches near Boy Bay between the villages of Tunnnuk and Mechitiw on Moen Island, Truk State.

To approve the foreign fishing agreement between the Micronesian Maritime Authority and the Taiwan Fishermen's Association pursuant to section 406 of title 24 of the Code of the Federated States of Micronesia, as amended by Public Law No. 3-10.

Expressing gratitude and appreciation to the Honorable Stephen Solarz, Chairman of the U.S. House of Representatives Asian and Pacific Affairs Subcommittee, and to his fellow Congressmen, the Honorable Gerald Solomon and the Honorable William Richardson, for visiting the State of Pohnpei, Federated States of Micronesia, to engage in discussions on the Compact of Free Associations.

Shortening the duration of the First Regular Session of the Fourth Congress of the Federated States of Micronesia to not more than 15 days, with the Congress to adjourn sine die no later than May 27, 1985.

Confirming the nomination of Mr. Redley Killion to the Board of Directors of the Federated States Development Bank.

Confirming the nomination of Mr. Herman Semes to the Board of Directors of the Federated States Development Bank.

Confirming the nomination of Mr. Nena Nithan to the Board of Directors of the Federated States Development Bank.

Respectfully urging the President of the Federated States of Micronesia to nominate a person to fill the position of Secretary of Social Services.

Appointing Gary Takeuchi to the position of Legislative Counsel of the Congress of the Federated States of Micronesia.
