Conveying sincere condolences to the government and people of the People's Republic of China, and in particular to the family of the late Deng Xiaoping, and expressing the deep sorrow and profound sense of loss felt by the Members of the Ninth Congress and people of the Federated States of Micronesia upon learning of the tragic loss to the world of this great leader. 

Approving a Japan Government grant of Y1, 258,000 for the construction of an inter-island cargo vessel to replace the MV Caroline Island.

Approving a New Zealand Government grant of NS$ 30,000 for the extension of its International good Government Program to the Federated States of Micronesia.

To ratify the  "Comprehensive Test"  that prohibits nuclear weapon tests, and that obliges Staes Parties to undertake to prevent any nuclear weapon explosion at any place under its jurisdiction or control.

Declaring that the Congress of the Federated States of Micronesia is both shocked and outraged at the hostage-taking perpetrated by the Tupac Amaru Revolutionary Movement (MRTA) , at the residence of the Ambassador of Japan in Lima, Peru, on the evening of December 17, 1996, and that Congress further condemns the continued use of unlawful violence and force against innocent victims held involuntarily and indefinitely, and that Congress expresses solidarity with Government of Peru and Japan in the condemnation of the MRTA's acts because those acts plainly violate national and international criminal law without plausible defense.

Confirming the nomination of Mr. Bellarmine Ioannis as a member of the Social Security Board for the Federated States of Micronesia.

To ratify the Stamps and Philatelic Agency Agreement Between the Federated States of Micronesia and the Inter-Government Philatelic Corporation.

Declaring Sherry O' Sullivan, a noncitizen of the Federated States of Micronesia, to be an undesirable alien, and requesting her deportation from the country under the laws of the Federated States of Micronesia.

Approving grant application for training in tax administration and SCO/ Unix systems administration, TCP/ IP Administration, shell Program and Focus Programming pursuant to section 211 of title 55 of the Code of the Federated States of Micronesia.

Confirming the nomination of Mr. Nena Ned as a member of the Social Security Board for the Federated States of Micronesia.

Approving the calendar year 1997 Tuberculosis Prevention and Control/ Elimination and Laboratory Upgrade grant application pursuant to section 211 of title 55 of the Code of the Federated States of Micronesia.

Approving the Pohnpei Community Health Grant application for calendar year 1997 pursuant to section 211 of title 55 of the Code of the Federated States of Micronesia.

Approving the fiscal year 1997 FSM Community Mental Health Services Block Grant application pursuant to section 211 of title 55 of the Code of the Federated States of Micronesia.

To transmit to the Speaker of the Congress, pursuant to section 104 (1) of title 2 of the Code of the Federated States of Micronesia, the discharge the powers and duties of his office , and to enable the Vice President thereupon to assume immediately the powers and duties of the President as Acting President.

Requesting the President of the Federated States of Micronesia or his designees to inquire into a health insurance program for elected members of the FSM National Government and to report to the Congress of the Federated Sates of Micronesia the results of that inquiry.

Respectfully requesting that the President of the Federated States of Micronesia provide in future foreign fishing agreements and through regulation that fishing boats in the Federated States of Micronesia Exclusive Economic Zone may not use of possess fishing nets with a mesh size smaller than six inches.

Approving the Maternal Child Heath Block Grant and State Systems Development Initiative (SSDI) grant application pursuant to section 211 (2)  of title 55 of the Code of the Federated States of Micronesia.

Encouraging the President to pursue one or more loans from the ADB for the purpose of supporting government restructuring, including a program for early retirement of government employees, and for other purposes.

In honor of the memory of Ryoichi Sasakawa and the contributions of the Sasakawa Foundation to the health and well-being of the people of the Federated States of Micronesia, and in recognition of the continuation of this good work by his son Yohei Sasakawa.

Respectfully conveying the condolences of the Congress of the Federated States of Micronesia to his Royal Highness, Soukisehleng Waltimar Thomsin, for the untimely passing of his beloved wife, Nahnalek Erika Thomsin.

Requesting the President of the Federated States of Micronesia to direct the Department or External Affairs to initiate negotiations with the United Sates of America regarding reciprocal recognition of social security credits earned by the citizens of the Federated States of Micronesia and the United States of America.

Urging the President, all State Governors, and all National and State leaders to undertake a review of our development efforts and refocus our ideas to ensure full compliance and implementation of our development objectives as outlined in our National and State Development Plans.

Calling on the President to resubmit the nominations of Patrick Makenzie to the position of Secretary of Finance and Alysoius J. Tuuth to the position of Director of the Office of Budget, to Congress for reconsideration of its advice and consent thereto.

Calling on the heads of the three branches of the National Government of the Federated States of Micronesia, and of all quasi-governmental agencies and corporations under the auspices of the National Government, to implement policies in the 1996 fiscal year that will reduce the total of ends expended on travel by and for National reduce the total of funds expended on travel by and for National Government employees by fifty per cent, to half the level of such expenditure over the couse of the 1995 fiscal year.

Setting the ceiling of the total funds estimated to be available for appropriation from the General Fund of the Federated States of Micronesia for fiscal year 1996.

Extending the First Special Session of the Ninth Congress of the Federated States of Micronesia for one additional day to allow due consideration of a proposed measure allowing the National Government to extend a loan to the States of Chuuk.

Designating and appointing Mr. Brian N. Zanze to the position of Legislative Counsel to the Congress of the Federated States of Micronesia.

Requesting the President of the Federated States of Micronesia to take such action as is appropriate to grant the Airline of the Marshall Islands a conditional permit to initiate and conduct service to the States of Kosrae and Pohnpei for a trial period of six months.

Confirming the nomination of Mr. Lukner B. Weilbacher to the position of the Secretary of the Department of Transportation and Communication in the National Government of the Federated States of Micronesia.

Confirming the nomination of Mr. Bermin F. Weilbacher to the position of the National Planner of the Office of Planning and Statistic in the National Government of the Federated States of Micronesia.

Confirming the nomination of Mr. Rensley Sigrah to the position of the Public Auditor, Office of the Public Auditor in the National Government of the Federated States of Micronesia.

Confirming the nomination of Mr. Sabastian Anefal to the position of Secretary of the Department of Resources and Development in the National Government of the Federated States of Micronesia.

Confirming the nomination of Mr. Kapilly Capelle to the position of the Director of the Office of Administrative Services in the National Government of the Federated States of Micronesia.

Expressing great disappointment that the Government of the Republic of France intends to resume nuclear testing at Moruroa Atoll, in the South Pacific, and calling the Government of the Republic of France to reconsider its decision and further expressing disappointment that the People's Republic of China continues nuclear testing, including performing two tests in less than three months, the last being on August 17, 1995.

Expressing support for the Chuuk Tuna Packing project and requesting the President of the Federated States of Micronesia to assist and support the project's development within means and resources available to him by law.

Modifying the sum of the total funds estimated to be available for appropriation from the General Fund of the Federated of Micronesia for fiscal year 1995.

Declaring that it is the policy of the Congress of the Federated States of Micronesia that the National Government, and any recipients of National Government funds, shall purchase in an affirmative and preferential way, cleansers, including but not limited to, soaps and soap produced locally by local companies, including but not limited to, Pohnpei Copra Products and Chuuk Copra Products.

Declaring that it is the policy of the Congress of the Federated States of Micronesia that the National Government implement environmentally and economically sound policies by recycling paper and using paper more efficiently, including double-sided photocopying, double-sided printing, and draft printing on used paper.

Declaring that it is the policy of the Government of the Federated States of Micronesia that the proceeds of sales of goods sold outside the Federated States of Micronesia by businesses located within the Federated States of Micronesia shall not be exempt from the gross revenue tax.

Extending the First Regular Session of the Ninth Congress of the Federated States of Micronesia for four more days.

Congratulating Bishop Amando Samo of Chuuk on the occasion of his installation as Bishop of the Diocese of the Caroline islands.

To ratify the Agreement Relating to the Implementation of Part XI of the United Nations Convention on the Law of the  Sea of December 10, 1982.

To ratify the "United Nations Convention on the Elimination of All Forms of Discrimination Against Women" (December, 1979).

To ratify the "Basel Convention on the Control of Trans boundary Movements of Hazardous Wastes and Their Disposal".

To ratify the "United Nations Convention to Combat Desertification in those Countries Experiencing Serious Drought and/or Desertification Particularly in Africa:"

To ratify the "Convention of the World Meteorological Organization" (October, 1947).

To ratify the "Montreal Protocol on Substances that Deplete the Ozone Layer, 1987" and its related amendments.

Respectfully requesting that the Office of the president of the Federated States of Micronesia engage in discussions with the United States Government to secure adequate funding to correct design and construction defects in the Yap International Airport runway.

Declaring that it is the policy of the Congress of the Federated States of Micronesia that the Exclusive Economic Zone (EEZ) of the Federated States of Micronesia is within the Federated States of Micronesia.

Requesting the government of Japan make war reparations to the people of the islands in the Federated States of Micronesia who personally, or through their predecessors in right, suffered war damages as a proximate result of their being uprooted from their respective islands and relocated to and resettled on other islands to give room for the Japanese military forces.

Declaring the policy of the Congress of the Federated States of Micronesia to disapprove of new foreign fishing agreements where the access fee for foreign fishing is less than fifteen percent (15%) of the value of the fish caught per annum in the Exclusive Economic Zone (EEZ) of the Federated States of Micronesia.

Encouraging the sovereign nations of the world to recognize of the government of the Republic of China.

Confirming the nomination of Mr. Charles L. Chieng as a member of the Social Security Board for the Federated States of Micronesia.
