PALIKIR, POHNPEI. The 22nd Congress of the Federated States of Micronesia adjourned its Third Regular Session on February 1, 2022 with the passage of measures including the extension of the President’s Emergency Declaration to May 31st, along with resolutions and congressional acts among others.
As convened on January 13, 2022, the Third Regular Session was to foremost address the expiring President’s Emergency Declaration with the passage of CR 22-89. CR 22-89 was passed by the Congress further amending the President’s Emergency Declaration by extending the expiration date to May 31st, 2022 with no additional amendments. However, CR 22-88 is a separate congressional resolution passed by the Congress addressing the recent disastrous events that Chuuk State’s outer islands experienced with King Tides in early December of last year, thereby affecting eligibility for assistance and financial relief to the state as needed and warranted under the President’s Declaration of Emergency to May 31, 2022.
In regards to nominations, the Congress found Mr. Jeffrey Arnold to be qualified and competent based on his educational attainment and professional experience to serve as a member of the Board of Regents of the College of Micronesia representing Chuuk State, the Congress thereby approves the nomination of Mr. Arnold through CR 22-97.
CR22-90 is setting the ceiling of the total funds estimated to be available for appropriation from the General Fund of the Federated States of Micronesia for the fiscal year ending September 30, 2022 in the amount of $106,175,505, inclusive of Amended Compact Sector and Supplemental Education Grants.
The remaining resolutions pertains to grants passed for this session. CR22-92 is approving and accepting a grant from the World Meteorological Organization, a specialized agency of the United Nations, in the amount of $24,130 for the purpose of providing financial support and for the development and logistical arrangement for its National Strategic Plan and Framework for weather, water and climate services with action plans for the FSM National Weather Service.
CR 22-92 is an approved resolution by the Congress accepting a grant in the amount of $1,000,000 from the Government of the United States through the American Rescue Plan Act, the purpose of the grant is to support a project in the FSM entitled, ‘ARPA Statewide Planning for the Federated States of Micronesia to develop Agricultural and Fisheries Industries.’
The final grant approved by the Congress is CR 22-99 in the amount of four hundred million Japanese Yen Y400,000,000 to assist in the implementation of the project entitled, ‘Enhancing the Capacities of Fisheries and Maritime Institute in the FSM,’ including all terms and conditions of the assistance.
