
PALIKIR, POHNPEI. July 9, 2026 – The Third Special Session of the Twenty-Fourth Congress of the Federated States of Micronsesia (FSM) adjourned on July 7, 2026, and adopted several grants pending before the Congress.
Convened on July 01, 2026, the 3rd Special Session was called by the President for a 10-day session to address urgent issues of the Nation and the national government. The Committee to Wait duly met with the President and noted his priorities for the session which included a supplemental budget for various national matters of urgency. These issues were addressed through the passage of the various Congressional Acts and adoption of several Congressional Resolutions.
Pending grants, congratulatory wishes and a confirmation are among the issues addressed through resolutions, and they included:
Congressional Resolution (CR) 24-72, approved a $199,256 grant from the United States Department of Health and Human Services, Substance Abuse and Mental Health Services Administration, Center for Substance Abuse Treatment, to fund the Substance Abuse Prevention Treatment, and Recovery Services Block Grant;
CR 24-123, confirmed the nomination of Mr. Vincent Tafileluw to serve as a board member of the FSM Micronesia Social Security Board of Directors, representing Yap State;
CR 24-136, approved a EUR 3,000,000 grant from the European Commission, for providing support to the Strengthening Water and Sanitation Governance in the FSM (FSM WASH), including all the terms and conditions of the assistance;
CR 24-138, approved a $5,123,720 grant from the United Nations Children’s Fund (UNICEF) for providing support to the UNICEF Pacific Country Workplan 2025-2026;
CR 24-142, set the ceiling of the total funds estimated to be available for appropriation from the FSM General Fund for the fiscal year ending September 30,2026;
CR 24-144, Expressed the sincere condolences and sadness of the Twenty-Fourth Congress of the Federated States of Micronesia to the family of the late Daniel Rescue Jr., a highly distinquished Micronesian attorney, at his passing on June 8, 2026, at the age of 49;
CR 24-147, To approve and accept a grant in the amount of $478,510 from the United State Department of Health and Human Services, Centers for Disease Control and Prevention, for funding the FSM Public Health Emergency Preparedness Program, including all the terms and conditions of the assistance.
CR 24-148, Approving and accepting a grant from the United Nations Children’s Fund, North Pacific Field Office, in the amount of $13,000 to fund the implementation of the FSM-UNICEF Child Protection Policy Workplan, including all the terms and conditions of the assistance.
CR 24-149, Approving and accepting a grant in the amount of $1,236,264 the United States Department of Health and Human Services, Centers for Disease Control and Prevention, to support and fund the FSM Immunization and Vaccines for Children Program, including all the terms and conditions of the assistance.
CR 24-150, Approving and accepting a grant in the amount of $166,450 from the United States Department of Health and Human Services, Administration for Children and Families, to fund and support the Personal Responsibility Education Program in the FSM, including all the terms and conditions of the assistance.
To congratulate the United States for its 250 Anniversary, the 24th Congress during its 3rd Special Session adopted CR 24-146, to congratulate the United States of America on its semiquincentennial anniversary and to express our sincere wishes for the United States of America to continue to be a beacon of democracy, freedom, and opportunity for many years to come.
The 3rd Special Session of the 24th Congress adjourned sine-die on July 7, 2026.
