PALIKIR, POHNPEI. August 19, 2025. The First Special Session of the 24th Congress of the Federated States of Micronesia, adjourned sine-die on August 15, 2025, afte
r the passage of various congressional measures that included a supplemental budget, amendments to ongoing public projects and social programs across the Nation and an amendment to the FSM Constitution.
Congressional Act (CA) CA 24-20, led the passage of Congressional Acts from the First Special Session. The Act proposed an amendment to Article X (Executive Branch), Section 4, of the FSM Constitution for the purpose of clarifying that only an at-large Member of the Congress is eligible for the Presidency and Vice Presidency, regardless of the years of the term.
CA 24-40, is an Act that approved a supplemental budget of $1,230,629 from the General Fund of the National Government to further fund the operations for fiscal year ending September 30, 2025. It would provide funding for the operations of the Executive and Legislative Branches; operations of Agencies, Boards, Authorities, and Commissions; and Grants, Subsidies and Contributions, and for other purposes.
The remaining Acts made amendments to previously appropriated public projects and social programs for the states to either extend the lapse dates, change the use of funds or change the allottees of funds and they include the following:
CA 24-22 & CA 24-36, were Congressional Acts to change the use or the allottee of funds previously appropriated therein, to fund public projects and social programs across the four states.
In the same manner, the Congress passed CA 24-23, which is an Act to change the use or the allottee of funds previously appropriated therein, to fund public projects and social programs in the states of Chuuk, Kosrae and Pohnpei.
To address previously appropriated public projects and social programs in the individual states, the Congress passed for the state of Kosrae: CA 24-30, CA 24-31, CA 24-32, CA 24-33 & CA 24-37.
The passage of CA 24-35, addressed previously appropriated public projects and social programs in the state of Chuuk.
For the state of Pohnpei, the Congress passed the following Acts to address previously appropriated public projects and social programs in the state: CA 24-21, CA 24-24, CA 24-25, CA 24-26, CA 24-27, CA 24-29, CA 24-34, CA 24-38.
The 5-day First Special Session of the 24CFSM completed most of the measures before it adjourned sine-die on August 15, 2025. Unless another special session is called for earlier, the next convening of the 24th Congress as set by statute will be on September 12, 2025, for its Second Regular Session. It is also the session to finalize the National Government Budget for the upcoming fiscal year 2026 which starts on October 31, 2025 thru September 30, 2026.
