Session Adjourns Authorizing a Sovereign Guarantee, Renaming a Department, Among Other Measures.

 

PALIKIR, POHNPEI. May 29, 2026 – Following weeks of intensive public hearings with the national departments, agencies and offices of the Government of the Federated States of Micronesia, the Fourth Regular Session of the 24th Congress adjourned on May 22, 2026, having authorized a sovereign guarantee, renamed a national department and addressed employment designations, among other measures.

 In light of the imminent fuel crisis, the Congress enacted the PetroCorp Fuel Stabilization and Asset Rehabilitation Act through the passage of Congressional Act 24-70 (CA). The act authorized the President of the FSM, or his designee, to issue a sovereign guarantee to the FSM Petroleum Corporation to address the fuel crisis across the nation by providing stabilization funding support and to assist with necessary capital asset rehabilitation, and for other purposes.

Through the passage of CA 24-77, the Congress amended Title 10 [Foreign Relations] of the FSM Code, sections 501, 503, 504, and 505, to formally change the name of the Department External Affairs to the Department of Foreign Affairs.

Another amendment to the FSM Code was moved forward through the passage of CA 24-101 which amended section 117 of Title 52 [Public Employment] as amended by Public Laws Nos. 20-152 and 22-05, to exempt the General Counsel for the FSM Supreme Court and the Secretary of the Chief Justice of the FSM Supreme Court from the Public Service System Act. s

 The Congress returned to the drawing board to review past appropriations for all the four states for public projects and social programs which may have impending expiration dates. Various projects and social programs were identified in each of the fours states dating as far back as 2011, and through Congress actions, the expiration dates or lapse dates of said projects and social programs were extended for another two more years or so.  As identified and with their lapse dates extended, the Congressional Acts address infrastructure projects and public projects along with social programs in all four states as follows:

  • CA 24-71 through CA 24-76,
  • CA 24-78 through CA 24-100, and
  • CA 24-102

 All Congresional Acts have been transmitted to the President to sign into law or they automatically become law after 30-days.  The next Regular Session of the Twenty-Fourth Congress is scheduled for September 12, 2026, unless a Special Session is called earlier
