Congress Sets Budget Ceilings and Approves $16.2M Kosrae Runway Project

PALIKIR, POHNPEI The 24th Congress of the Federated States of Micronesia adjourned Sine Die on September 25, 2026. After much deliberation and review, the Congress adopted a series of critical congressional resolutions (CR) aimed at securing major international development grants, establishing national budget frameworks, in addition to honoring a key regional contributor in Information Technology to the Federated States of Micronesia.

 

Major Infrastructure and Environmental Development

  • Kosrae Runway Rehabilitation: CR 24-178 accepted a $16,200,000 grant from the U.S. Federal Aviation Administration (FAA) to fund the rehabilitation project for Kosrae Runway 05/23.
  • Water Security Expansion: CR 24-166 approved a $5,000,000 grant from the Asian Development Bank (ADB) to strengthen the nation’s Water Security and Resilience Improvement Project.
  • Nagoya Protocol Implementation: CR 24-172 accepted $30,000 from the United Nations Environment Programme (UNEP) to prepare the First National Report on the implementation of the Nagoya Protocol regarding genetic resource sharing.
  • Agricultural and Forestry Security: CR 24-170 accepted $144,999 from the U.S. Forest Service to support capacity building, address invasive alien species, and boost the Coconut National Export Strategy. CR 24-164 additionally secured $39,100 from the UN Food and Agriculture Organization (FAO) for local poultry initiatives.

National Budget Ceilings Approved

  • FY 2026 General Fund: CR 24-174 adjusted the fund availability ceiling for the fiscal year ending September 30, 2026.
  • FY 2027 General Fund: CR 24-177 established the estimated total fund availability ceiling for appropriations for the fiscal year ending September 30, 2027.

Education, Culture, and Foreign Affairs

  • Special Education Funding: CR 24-171 approved $1,616,471 from the U.S. Department of Education to fund the FSM Special Education Program and Services under the Individuals with Disabilities Education Act (IDEA).
  • Historical Preservation: CR 24-173 approved $545,891 from the U.S. National Park Service, and CR 24-182 accepted $134,142 from the Institute of Museum and Library Services to support the Office of National Archives, Culture, and Historic Preservation.
  • Foreign Affairs Logistics: CR 24-168 accepted a $146,699 grant from the Government of the People’s Republic of China for the procurement of VIP vehicles for the FSM Department of Foreign Affairs.

Substantial Health and Wellness Investments

Congress approved a massive block of healthcare funding primarily sourced from the United States Department of Health and Human Services (HHS):

  • Mental Health and Substance Abuse Treatment: CR 24-153 secured $1,250,000 for regional and national significance projects. CR 24-160 in the amount of $500,000 was accepted for the State Opioid Response, CR 24-156 in the amount $396,544 for preventative services, and CR 24-158 $264,096 paired with CR 24-157 ($131,440) for Community Mental Health Services.
  • Disease Prevention and Controls: CR 24-161 approved $417,492 for diabetes and tobacco programs. CR 24-162 secured $359,956 for the Comprehensive Cancer Control Program. CR 24-154 authorized $402,843 for epidemiology and laboratory capacity building.
  • Immunizations and Public Health Blocks: CR 24-169 accepted $255,100 for FSM Immunization & Vaccines for Children. CR 24-183 cleared $105,989 for the 2026 Preventive Health Block Grant.
  • Bioterrorism and Maternal Health: CR 24-163 accepted $298,482 for the National Bioterrorism Hospital Preparedness Program, while CR 24-155 approved $138,156 for Maternal and Child Health Services.

Condolences Extended to ICT Pioneer

  • CR 24-176: The Twenty-Fourth Congress expressed its sincere condolences and sadness to the family of the late Dr. Norman Hisao Okamura, who passed away on April 17, 2026, at the age of 72. Dr. Okamura was a distinguished Professor at the University of Hawaii who was instrumental in developing information and communication technology (ICT) infrastructure across the FSM and the broader Pacific region.
