
PALIKIR, POHNPEI. July 10, 2026 – The 24th Congress of the Federated States of Micronesia adjourned sine-die its 3rd Special Session on July 6, 2026, and approved the following Congressional Acts.
Congressional Act (CA) 24-119, defined “Presidential Decrees” as decrees issued under Article X, Section 9 of the FSM Constitution to preserve public peace, health, or safety during extreme emergencies, including civil disturbances, natural disasters, immediate threats of war, or insurrection. The definition also clarifies that such decrees do not grant the President authority to reprogram, de-appropriate, or otherwise access domestic funds outside the Disaster Relief Fund, except as specifically authorized under 55 FSMC Section 109, which governs theDisaster Relief Fund’s Emergency Account.
Through the passage of CA 24-104, the Congress further amended the budget law for Fiscal Year 2026 to appropriate a supplemental funding of $3,208,800 from the FSM General Fund for the fiscal year ending September 30,2026, and for other purposes.
CA 24-103, added a new Section 308 to Title 52 of the FSM Code to clarifty that exempt employees are entitled to a monthly housing stipend, with the amount to be determined by the head of their respective branch of government. It also explicitly exempts these employees from the housing regulations established under the Public Service System Act and any other housing rules issued by the national government.
CA 24-114, appropriated $100,000 to support emergency relief efforts in the Republic of the Marshall Islands following the devastating fire in Ebeye. The funds will assist with relief and rehabilitation efforts, with the President of the FSM designated to manage and administer the appropriation in accordance with applicable financial laws. The authority to obligate the funds will remain in effect until the appropriation is fully used.
CA 24-113 appropriated the sum of $2,100,000 from the FY-26 FSM General Fund for the purpose of funding public projects and social programs for the people of the states of Yap, Kosrae, Pohnpei and Chuuk, and for other purposes.
The Congress passed CA 24-105, CA 24-106, CA 24-107, CA 24-108, CA 24-109, CA 24-110, CA 24-111, CA 24-117, CA 24-118 and changed the use or allottee of certain funds previously appropriated for public projects and social programs for the people of the state of Pohnpei while CA 24-115 and CA 24-116 was for the same intent directed to the state of Kosrae. In the same respect for previous public projects and social programs for the people of the state of Yap, the Congress passed CA 24-112.
All Congressional Acts have been transmitted to the President for his actions to be signed into law or they automatically become law after 30 days of its passage.
The next session of the Congress will be the Fifth Regular Session in September unless a special session is called earlier.
