PALIKIR, POHNPEI. The 24th Congress of the Federated States of Micronesia adjourned sine die from its 5th Regular Session on September 25, 2026. Following deliberate reviews and sessions, the Congress approved the following Congressional Acts:
Congressional Act No. 24-140 (FY 2027 Budget) Congress passed an appropriations measure designating $137,058,782 from the FSM General Fund for the fiscal year ending September 30, 2027. This comprehensive budget will fund operations and allocations across multiple sectors, including; government branches and independent offices, national agencies, development and special programs, compact funds for compact infrastructure sector grants projects and offices, along with compact IMF grant distributions.
Congressional Act No. 24-137 (COM-FSM Subsidy) This act approves a supplemental sum of $100,000 from the FSM General Fund for the fiscal year ending September 30, 2026. The funds are explicitly earmarked to provide an institutional subsidy for the College of Micronesia-FSM (COM-FSM) Endowment Fund.
Congressional Act No. 24-138 (Constitutional Amendment on Judicial Terms) This act proposes a formal amendment to Section 3 of Article XI of the Constitution of the Federated States of Micronesia. If ratified, the amendment will limit the tenure of the Justices of the FSM Supreme Court to a fixed term of six (6) years.
Congressional Act No. 24-142 (Public Service System Pay Unfreeze) In a decisive move to address the long-standing freeze on national public salaries, Congress introduced this legislation to permanently lift the statutory freeze on annual salary step increases for all personnel within the FSM Public Service System.
The following approved congressional acts are to optimize the management of national funding allocations. These approved measures modifies the lapse dates, designates new allottees, or changes the permitted use of funds for public works and social development initiatives across the nation. The specific acts approved for these budgetary and administrative changes are organized by state as follows:
• Pohnpei State: CA 24-121, CA 24-122, CA 24-123, CA 24-126, CA 24-127, CA 24-128, and CA 24-129.
• Chuuk State: CA 24-132, CA 24-141, and CA 24-165.
• Yap State: CA 24-130.
• Kosrae State: CA 24-120. • Joint States (Pohnpei & Chuuk): CA 24-131. • FSM Nationwide (All States): CA 24-123, CA 24-133, CA 24-134, and CA 24- 135.
