PALIKIR, POHNPEI. August 15, 2025 – Speaker Esmond B. Moses today adjourned sine-die the First Special Session of the 24th Congress of the Federated States of Micronesia, following an intensive weeklong session of public hearings that resulted in the adoption of numerous grants on the various socio-economic issues of the nation.
Among the measures taken up during the Special Session were Congressional Resolutions for grants to assist the Nation addressing various issues on biodiversity conservation, financial management, electrification and renewable energy, the Digital FSM Project and specific areas in the health and social services and education.
Leading the adopted measures is Congressional Resolution (CR) 24-25, which set a ceiling of $151,992,177 as funds estimated available for appropriation from the FSM General fund for the current fiscal year.
The grant resolutions start with CR 24-27, to approve a $3,836,496 grant from the Global Environment Facility (GEF) to provide support to the FSM GEF – 8 Project, Tourism Support for Biodiversity Conservation in the FSM;
CR 24-28, to approve a $13,000,000 grant from the World Bank International Development Association, to provide funding for the FSM Strengthening Public Financial Management II Project;
CR 24-29, to approve a $7,500,000 grant from the World Bank to support to the Implementation Capacity for Transformative Results Project (IMPACT), a project focused on strengthening institutional capacity and enhancing technical skills in project management for development-financed operations;
CR 24-30, to approve a USD $3,600,000 grant from the Australian Government to fund the implementation of the outer islands electrification and renewable energy projects through the partnership between the FSM National Government and the Pacific Community;
CR 24-47, to approve a $17,893,309 grant from the Green Climate Fund (GCF) through the Secretariat of the Pacific Community (SPC), for the purpose of funding a project in the Nation entitled: “Increasing Resilience to the Health Risks of Climate Change in the FSM”.
CR 24-50, which approved an SDR (Special Drawing Rights) 13,600,000 grant from the World Bank to help fund the “Digital FSM Project”, a project aimed at expanding access to the internet, promoting private sector investment in digital services, and establishing the critical foundations for digital government services and the digital economy in the nation.
The remaining resolutions are for grants made available under the Amended Compact of Free Association with the United States of America and these resolutions address the various issues in the nation’s health and education sectors, and they are:
CR 24-31, to approve a $194,908 grant from the United States Department of Health and Human Services (HHS) – Substance Abuse and Mental Health Services Administration, Center for Substance Abuse Treatment, to fund the Substance Abuse Prevention, Treatment, and Recovery Services Block Grant in the FSM;
CR 24-33, to approve a $199,144 grant from the HHS – Administration for Strategic Preparedness and Response, to fund the Public Health and Hospital Emergency Preparedness Program in the FSM;
CR 24-34, to approve a $552,816 grant from the HHS, Administration for Strategic Preparedness and Response, to fund the Public Health and Hospital Emergency Preparedness Program in the FSM;
CR 24-35, to approve a $478,510 grant from the HHS, , Centers for Disease Control and Prevention, to fund Public Health and Hospital Emergency Preparedness Program in the FSM;
CR 24-36, to approve a $128,780 grant from the HHS, Health Resources and Services Administration, to fund the Universal Newborn Early Hearing Screening and Intervention Program in the nation;
CR 24-42, to approve a $272,498 grant from the HHS, Centers for Disease Control and Prevention (CDC), to fund the FSM Department of Health and Social Affairs’ Communicable Disease Program;
CR 24-43, to approve a $1,258,223 grant from the HHS, Centers for Disease Control and Prevention, to fund and support the FSM Comprehensive Cancer Control Program;
CR 24-46, to approve a $1,236,841 grant from the HHS, Centers for Disease Control and Prevention, to fund the Immunization Program in the FSM;
CR 24-48, to approve a $118,662 grant from the HHS, Substance Abuse and Mental Health Services Administration, Centers for Mental Health Services, to fund and support community mental health services in the FSM;
CR 24-49, to approve a $360,071 grant from the HHS, Centers for Disease Control and Prevention, to fund the project entitled: “Epidemiology and Laboratory Capacity for Prevention and Control of Emerging Infectious Diseases (ELC)” in the FSM; and
CR 24-51, to approve a $417,492 grant from the HHS, Centers for Disease Control and Prevention, to support the FSM Noncommunicable Disease (NDC) Program.
The final resolution from the First Special Session of the 24th Congress is CR 24-32, to approve a $1,588,832 grant from the United States Department of Education, to fund the Special Education Program in the FSM.
As called, the 5-day First Special Session of the 24CFSM completed most of the measures before it adjourned sine-die today. Unless another special session is called for earlier, the next convening of the 24th Congress as set by statute will be on September 12, 2025, for its Second Regular Session. It is also the session to finalize the National Government Budget for fiscal year 2026.
