23rd Congress Concludes First Regular Session

PALIKIR, Pohnpei. June 5, 2023 (CFSM- Pohnpei Delegation Office)- The First Regular Session of the 23rd Congress of the Federated States of Micronesia adjourned sine-die on May 24, 2023 after reorganizing the leadership of the Executive and Legislative Branches of the national government and passage of a several congressional measures.

Among the measures of the First Regular Session of the 23rd Congress as the following Congressional Acts:

-       Congressional Act (CA) 23-03, CD.2, is an Act to amend the FY- 22 National Budget law, specifically section 9, to itemize the funding for the States Roads Maintenance & Improvement; and section 12 to change the allottee of certain funds previously appropriated;

-       CA 23-04, CD.4, is an Act to provide a supplemental funding of $700,000 from the General Fund for the fiscal year ending September 30, 2023, for the operations of the Legislative Branch of the National Government;

-       CA 23-02, is to amend an existing law to change the use of funds previously appropriated during the FY-20 budget cycle;

-       CA 23-05, CD.4, and CA 23-01, are Acts to make changes to the use of certain funds previously appropriated, to fund public projects and social programs for the people of Yap State.

Along with the Congressional Acts, the Congress also adopted the following resolutions during this session, and they included:

Congressional Resolution (C.R.) 23-07, set a ceiling of $151,110,740 for funds estimated to be available for appropriation from the Nation’s General Fund for the fiscal year ending September 30, 2023.  Of the amount, $148,209,631 is from domestic revenues, and $1,000,000 will be available from the Amended Compact sector grant and $1,901,109 will be available from the Supplemental Education Grant.

To authorize the President to submit the Recommended National Government Compact Budget Request, as revised pursuant to Congress’s recommendations, to the United States of America under Article V of the Fiscal Procedures Agreement, the Congress adopted C.R. 23-06.

In expressing the sincere gratitude of the Congress of the Federated States of Micronesia to President David W. Panuelo for his dedicated service to the Federated States of Micronesia, the Congress adopted C.R. 23-05.

The Congress adopted C.R. 23-04, to amend Rule 6, Section 8 (c) of the Official Rules of Procedure of the Twenty- Third Congress of the Federated States of Micronesia to allow a standing committee chair to serve as vice chair of the Committee on Ways and Means.

To request that the Speaker of the Twenty-Third Congress of the Federated States of Micronesia establish a Special Committee on Climate Change and Environmental Issues, the Congress adopted C.R. 23-03.

The Congress adopted C.R. 23-02,which confirmed the appointment of Mr. T. Lam Dang to the position of Legislative Counsel to the Twenty-Third Congress of the Federated States of Micronesia.

Finally, through C.R. 23-01,the Congress confirmed Mrs. Jessicalynn as the Chief Clerk to the Twenty -Third Congress of the Federated States of Micronesia.

The First Regular Session of the 23rd Congress was originally set for 20-days to end on May 30, 2023 but adjourned earlier through consensus of all members present.

The next Regular Session of the Congress is set for the 12th of September, unless a special session is called earlier by the Speaker.
