PALIKIR, POHNPEI. August 23, 2024 – Chairman Fabian Nimea of the Congressional Standing Committee on Resources and Development, represented the Congress of the Federated States of Micronesia at the Second Meeting of Indonesia Pacific Parliamentary Partnership. The meeting provided the platform for Chairman Nimea to work closely with the parliamentary leaders of 10 Pacific Island Nations to assess the prospects and challenges of fostering inclusive economic development in the Pacific region at the 2024 Indonesia Pacific Parliamentary Partnership. The two-day Indonesia Pacific Parliamentary Partnership (IPPP) meeting was held in Jakarta, Indonesia from 25 – 26 of July 2024. The 2024 IPPP was composed of three sessions: Session I – National Statement on “Partnership for Prosperity: Fostering Regional Connectivity and Inclusive Development”; Session II – Panel Discussion on Connecting Our Seas and People: Opportunities and Challenges; and Session III – Panel Discussion on Harnessing Maritime Potentials for Sustainable and Inclusive Growth. The 2024 IPPP builds off the first IPPP meeting held on July 23-24, 2018. On July 25, 2024, Chairman Nimea delivered the FSM Congressional Delegation statement to the IPPP in Session I, recognizing climate change as the existential threat to the FSM and the nation’s sustainable development. Nimea stressed the urgency of Pacific Island States to use the IPPP platform to take action on climate change. Nimea called on the IPPP to prioritize climate financing initiatives, highlighting that sea level rise, coastal erosion, and degradation of marine ecosystems impact the food security and livelihood of our people, as the ocean and fisheries industry is the lifeline to the prosperity of our nation. In addition, Chairman Nimea discussed how building climate resilient communities necessitates policies that support investment in human resources and capacity, where out-migration in the Pacific Region is increasing. In Session II of the 2024 IPPP, Chairman Nimea raised poignant questions to the panel on infrastructure challenges to proposed economic opportunities in terms of boosting economic growth through trade and building commercial networks. Nimea’s intervention spearheaded an in depth discussion on opportunities for training, sharing of knowledge and best practices, and technical support. The Science & Techno Park IPB University Bogor, which has an Agri-tech startup incubation program and marine bio-ecosystem program, was raised as a potential opportunity to foster exchange of knowledge, and help to replicate successes and avoid pitfalls in terms of developing goods and scaling up goods for the regional market. In Session III of the 2024 IPPP, Chairman Nimea spoke to the regional body on the importance of the U.N. Convention on the Law of the Sea on the Conservation and Sustainable Use of Marine Biological Diversity of Areas Beyond National Jurisdiction (BBNJ). The BBNJ Agreement, will provide a global mechanism to establish the first set of international rules governing the sustainable use of marine genetic resources in the high seas. The Agreement is vital to fill in regulation gaps under international law, namely concerning activities that occur on the high seas below the water column, which can affect resources in the sea-bed. Nimea called upon Indonesia and our Pacific Island State partners to ratify the BBNJ Agreement. The Chairman also submitted written statements to the IPPP on: 1) climate change and sustainable development; and 2)  BBNJ Agreement.
